摘 要

随着社会经济的不断发展，人民的生活水平在日益改善的同时，人民群众对健康的需求也不断提高。传统的医疗卫生服务模式已经无法满足人民日益增长的健康需要，电子通讯技术以及互联网技术与医疗卫生服务的结合为解决当前医疗卫生服务中存在的诸多问题提出了有效的解决方法。

本文以医疗卫生服务信息化中的“孤岛现象”为分析对象,综合运用了文献研究法、实证研究法等方法，以政策执行过程模型和技术执行框架为理论基础，选取无锡A院为样本，描述了无锡A院存在着的“孤岛现象”，表现为医院与患者之间沟通不畅、医院内部信息系统之间难以交互以及各级医疗机构之间难以协同合作。而造成这一现象的原因在于医疗机构的执行能力不足、社会环境的制约、相关法律不健全以及患者信息化素养不够，未来需要从加强医疗机构内部建设、优化社会环境、完善法制建设、提高患者信息化素养这四方面推动我国医疗卫生服务信息化的进程。

"Island Phenomenon" in Medical and Health Service Informatization and its Management

-- Taking Wuxi A-hospital as an Example

Abstract

With the continuous development of social economy, people's living standard is improving day by day, and people's demand for health is also increasing. The traditional medical and health service model has been unable to meet people's growing health needs. The combination of Internet technology, electronic communication technology and medical and health services has provided effective solutions to many problems existing in current medical and health services.

Based on island phenomenon of medical and health service information as analysis object, the integrated use of the methods of literature research, empirical approach, with policy implementation process model and technology implementation framework as the theoretical basis, selection of wuxi A hospital as sample, describes the wuxi A courtyard there is A phenomenon of "isolated island", characterized by asymmetric information between hospital and patients, hospital internal hard to interaction between information system and difficult to collaboration between medical institutions at all levels. And the cause of this phenomenon are the insufficient capacity of the execution of medical institutions, the restriction of social environment, law is not sound, and patients' information literacy is not enough, the future need from strengthening the construction of medical institutions internal, optimize the social environment, perfect the legal system construction, improve the patients' information literacy in the four aspects promote the progress of the medical and health service information.
