摘 要

党中央和国务院从我国变化了的国情出发，做出了健康养老，医养结合的总体战略部署。本文以探索基于医养结合的新型健康养老路径为研究目的和对象。本文以概括国内外有关养老政策相关文献的现有研究成果为主要的研究方法，在进行中相关文献对比为基本的研究方法，在明确我国传统养老模式即家庭养老模式的形成原因，并且明确我国传统家庭养老模式面临的问题，指出我国大部分地区现行的养老模式存在的问题后总结说明建立新型养老模式的必要性以及医疗与传统养老模式相结合的可能性，最后为满足医养结合的健康养老模式提出政策建议。对此：一要加强地方政府对养老行业的支持力度；二要促进医疗保险及新农合对养老部分的覆盖范围；三要平衡各地收费标准，对价格较高的地区由政府财政支持或鼓励民间资本注资；四要加大从业人员的专业性的培训，促进培训经常化；五要大力推进农村医养结合政策的实施力度，建立“一村一养”的地方性养老体系。

Research on Healthy Pension Model and Development Path Based on Combination of Medical and Health Care

ABSTRACT

Faced with the increasingly serious situation of China's aging challenge, the Party Central Committee and the State Council have made an overall strategic deployment of healthy pension and medical care from the reality of our country. This paper explores the new healthy old-age pathway based on the combination of medical and nursing as the research purpose and object. This paper takes the existing research results of domestic and foreign related policies on pension policy as the main research methods, and compares relevant literature in the middle of the study. It is the basic research method to clarify the reasons for the formation of the traditional old-age care model, that is, the family pension model, and the traditional Chinese The problems and challenges faced by the family pension model point out that the problems existing in the current pension model in most parts of China summarize the necessity of establishing a new pension model and the possibility of combining medical and traditional pension models. Finally, how to build a combination of medical care The new pension model proposes policy recommendations. In this regard: First, we must strengthen the local government's support for the pension industry; second, we must promote the coverage of the medical insurance and the new rural cooperatives for the pension; third, we must balance the local fees, and support or encourage the government with higher prices. Investing in private capital; Fourth, we must increase the professional training of employees in the pension industry and promote regular training; Fifth, we must vigorously promote the implementation of the rural medical and health integration policy, and establish a local pension system of “one village, one nutrition”.

第一章 绪论

1.1研究背景

我国正面临越来越严峻的老龄化挑战，而反映一个社会老龄化程度最明确的指标是老年人抚养比，老年人抚养比是指一国或者一个地区65岁以上老人数量对该地区劳动年龄人口数之比，反应的是老龄化对一个国家或者一个地区的经济的影响。由于我国在二十世纪八十年代计划生育政策的弊端逐渐显现，家庭的养老负担逐渐增加，截止到2017年底，我国老年人抚养比为11.1%，并预计在2020年-2030年期间，65周岁及65周岁以上的老年人口平均子女数将降至2个及以下，子女养老的负担将大幅增长。为了适应中国不断增长的养老行业需求，党中央国务院在2013年明确提出“积极推进医疗卫生与养老服务相结合，推动医养融合发展”。党的十九大明确了建设健康中国的实施战略，提出了大力推动建设医养结合的健康老龄化发展。同时十九大报告中高度重视养老问题，为了确保老年健康在报告中提出了具体的方针和措施，即积极应对人口老龄化，构建养老、孝老、敬老政策体系和社会环境，推进医养结合，加快老龄事业和产业发展。在2019年4月16日，民政部公布《关于推进养老服务发展的意见》，从六个方面二十八条来推动养老产业的发展，并再次明确要提升医养结合的服务能力，尽快突破发展障碍，健全市场机制，完善养老服务体系，优化养老服务供给，扩大养老服务投资，持续释放养老的消费潜力。

“医养结合”是一种有病治病、无病疗养的新型养老模式，毫无疑问的是他适应了我国社会的经济发展要求，多以“医养结合”将成为养老事业发展的一种必然趋势。
