摘 要

本文首先明确了物资采购在企业生产中的重要地位，从而指出物资采购决策的必要性与重要意义。伴随着企业采购数量与采购金额的急剧增加，现有的采购模式已经越来越难以满足企业告诉发展的需求，因此企业必须对采购模式及采购管理模式进行优化改进。

为了解决企业采购模式及采购管理方法的难题，本文详细介绍了采购相关理论，包括采购成本管理和供应商管理。结合WX公司采购管理现状进行分析，并引出框架协议采购。为解决上述难题，本文以应用研究为主，结合WX公司采购管理现状进行分析，找出WX公司采购管理包括采购成本、采购周期、采购效率等方面存在的问题，如采购实施流程繁琐、程序审批环节多，采购周期长等，办理流程时间之长，导致采购不能及时满足现场需求，重复采购现象严重，造成的人力、物力、财力等间接成本较高，严重影响和制约着现场供货需求，由此提出WX公司进行框架协议采购的必要性。

基于框架协议采购管理理论的研究，为WX公司制定了相应的框架协议采购管理方法，包括采购方案制定、采购供应商的推荐与确定、框架协议的相关规定、供货权重的分配、框架协议采购的评估、框架协议合作的终止等内容。

本文具体结合WX公司的公司实际，设计了运用框架协议采购模式的采购方式，通过对比，认为采用框架协议采购可以降低采购成本，优化工作流程，提高工作效率，可以加快公司发展。

Abstract

Firstly, this paper clarifies the important position of material procurement in enterprise production, and points out the necessity and significance of material procurement decision-making. With the rapid increase of the quantity and amount of enterprise procurement, the existing procurement mode has become increasingly difficult to meet the needs of enterprise development.

In order to solve the difficult problems of enterprise procurement mode and procurement management method, this paper introduces procurement theory in detail, including procurement cost management, procurement contract management, procurement quality management, supplier management. Based on the analysis of WX company's procurement management status, the framework agreement procurement is introduced.

The related theories of procurement are introduced in detail, including procurement quality management, procurement cost, management and its purpose, procurement supplier management and framework agreement procurement management. This paper finds out the problems existing in the procurement management of WX Company, including procurement quality, procurement cost control, procurement cycle, procurement efficiency, etc., such as the cumbersome procurement implementation process, many procedures for approval, long procurement cycle, and so on. The long processing time leads to the procurement can not meet the present situation in time. The phenomenon of repetitive purchasing is very serious, which results in high indirect costs of manpower, material resources and financial resources, which seriously affects and restricts the demand for on-site supply. Therefore, the necessity of framework agreement purchasing by WX company is put forward.

Based on the research of procurement management theory of framework agreement, WX company has formulated corresponding procurement management methods of framework agreement, including procurement plan formulation, procurement supplier recommendation and determination, relevant provisions of framework agreement, distribution of supply weight, evaluation of procurement of framework agreement, termination of cooperation of framework agreement and so on.

Based on the actual situation of WX company, this paper designs a procurement mode using framework agreement procurement mode. Through comparison, it is concluded that using framework agreement procurement can reduce procurement cost, optimize work flow, improve work efficiency, and accelerate the development of the company.

1.1研究背景

要提高整体竞争力就需要企业做到创新采购管理方式，提高自身竞争能力，产生更大经济效益，才能在激烈的市场竞争中生存和发展。企业为追求提高经济效益的方法在很多途径中进行了改善，大力进行企业采购及管理的改进。这么多年以来，企业在其发展过程中做了大量努力，企业在发展中需要不断适应新的形势，要熟悉新的管理模式，要加强供应链管理。为了保证企业正常运作和降低企业运行成本，科学化的企业物资采购管理模式是非常必要的，并且对企业这方面具有极其重要的意义。

1.2 研究的目的和意义

采购管理的重要性已经被国外多数企业所重视和认同，已经成为许多现代企业企业管理的热点。国内企业也逐渐认识到了这一点，为了提高自身竞争力，也愿意花费大量的人力、物力和精力在采购管理上，以降低采购成本。本文通过理论和案例分析，针对WX公司采购管理存在的问题提出对策，并寻求公司采购管理的优化提升。

目前框架协议采购管理模式正被一些大中型现代企业所采用，框架协议采购有日渐成为主流采购模式的趋势。目前在我国生产企业中，将框架协议采购管理应用于采购的企业并不多见。
