摘 要

以社会保障公共服务的定义开头，叙述了我国社会保障制度的现状，进行了当前社会保障制度面临的主要问题调查，描述了我国社会保障体系的构架，再对各国各界学者对社会保障体系建设的不同观点做出比较，引出当前社会保障制度研究的不足，最后再以社会保障体系的现实意义结束。主要致力于我国社会保障对社会各方面影响的研究，主要想要解决社会保障制度在社会中实施的范围和力度的问题，以及不断完善我国学者在这方面研究的不足之处。从当前社会保障制度的现状作为切入点，随后分析我国目前社会保障制度在实施的过程中存在的障碍，再提出社会保障制度在探索过程中的不完善，从而更好地为完善社会保障制度体系做好充分的准备。

Analysis of public service system of social security

Abstract

Firstly, the definition of social protection of public services made a brief introduction, the report of the status of China's social security system, were the main problems facing the current social security system investigation, describing the framework of China's social security system, and then the circles scholars States different perspectives of the social security system to make a comparison, at the end of the current social research leads to inadequate security system, and finally to the significance of the end of the social security system. Our research focuses on various aspects of social security social impact, mainly want to solve the social security system implemented in the social scope and intensity of the problem, and constantly improve the deficiencies of scholars in this regard. From the current situation of the social security system as a starting point, followed by an analysis of the current problems faced by the social security system, and concluded that the lack of social security institutional research, in order to better be fully prepared for the improvement of the Social Security System.

（一）现实意义

2012年底，中国梦由习近平总书记首次提出，当时就得到了国内外广泛的关注。中国梦在我国实际发展过程中，其内涵不断丰富，且根据我国国情指出了正确的发展方向和实际道路。民族梦和个人梦的发展过程中，政府职能需要转型，只有服务型政府才能其提供坚实的保障加快实现中国梦的实现。重点就是基本公共服务体系建设，加快建设的步伐，彻底落实国家政策，最终实现目标。
