摘 要

金融是现代经济的核心，聚集着金融机构的金融中心对一个地区的经济发展有着很大的推动作用。同时，城市经济的发展也加强着这个城市区域性金融中心的形成。到目前为止，我国的31个城市明确提出了建立区域性金融中心的目标，本文从这个角度展开，分别从区域性金融中心的含义、构建区域性金融中心的条件、建立过程中会出现的问题以及相应的对策方面深入讨论，分析出区域性金融中心具有集聚功能、辐射功能、监管功能及金融创新这些功能，本文指出我国的区域性金融中心在发展的过程中存在着缺乏国家规划、政府存在偏差动机以及发展不平衡的问题，从国家、地区层次提出了我国应该把构建多层次区域性金融中心的目标当做目前主要任务。此外，我国还应该创造宽松的政策环境、培养高端金融人才、加强金融监管的具体措施，本文还分析了各地区可以采取的具体措施。

The Conditions And Countermeasures Of Constructing Regional Financial Centre

Abstract

Finance is the core of the modern economy. The financial centre of a large number of financial institutions has a great effect on the regional economic development. At the same time, regional economic development promotes the formation of the regional financial centre. By now, 31 cities in China have clearly proposed their targets of the establishment of regional financial center. This paper is to start from this angle, Discussing the meaning of regional financial center、The establishment of regional financial center conditions、The problems in the establishment of the process and the Countermeasures. And to summarize that the regional financial center has the function of gathering、supervision and financial innovation. There are problems in the development of regional financial center in China. Such as lacking of national planning、government deviation motivation and the problem of unbalanced development. This paper puts forward the target of establishing the multi-level regional financial center from the state and regional levels. Besides, our country should create a loose policy environment, cultivate high-end financial personnel, and strengthen the specific measures of financial supervision. And this paper analyzes the concrete measures that can be taken in every region.

第一章 绪论

1.1 区域性金融中心的含义

金融中心由国际金融中心和国内金融中心共同构成，其中国内金融中心又包含国家金融中心和区域性金融中心，区域性金融中心研究的是区域和金融。区域性金融中心是指能够聚集银行、证券商这样的金融机构，可以进行资金的融通与集散以及进行区域价值储存的发达城市，是区域发展到一定阶段的产物。张启富（2009）认为区域性金融中心可以定义为主要服务（辐射）于国内特定区域，金融机构集聚、金融市场完备、金融交易活跃，并对区域经济发展有较大促进和支撑作用的区域性中心城市。陶冶（2011）认为区域性金融中心实际上是各类金融机构以资金借贷和融通为目的而汇聚在特定区域所形成的一个金融交易平台，可以加速金融深化与创新，提升国家经济实力，维护国家经济金融安全。段晓华（2012）认为区域金融中心指的是在金融机构聚集、金融市场发达、金融交易活动频繁，融通集散资金功能强，且对区域经济能产生极化和扩散效应的中心城市。尚哔、陈成（2013）认为区域性金融中心一般建立在国内某个经济区域内的主要城市，是经济中心城市功能进一步提升的结果，区域性金融中心充当着该区域金融交易的枢纽。
