摘 要

改革开放以来，随着民主政治与市场经济的进步，我国的社会组织发展十分迅速。怎样处理好政府与社会组织的关系的问题，也逐渐引起学界重视。特别是我国处于转型发展期，社会经济发展明显不协调。党的十八届三中全会以及随后颁布的《中共中央关于全面深化改革若干重大问题的决定》中，提出要增强国家治理能力，激起社会组织活力，创新社会管理。在此背景下，如何构建政府于社会组织的良性互动关系就已成为特别重要而且相当紧迫的课题。

本文在之前学者的实践经验和研究成果的基础上，论述了社会组织的有关理论以及我国政府与社会组织关系的发展阶段，进而分析了二者关系现状，主要包括我国社会组织和政府关系的现实状况以及存在的问题及原因。最后就如何构建社会组织与政府良好关系提出了自己的对策和建议。

The current study on the relationship between social organizations and the government of our country

Abstract

Since China's reform and opening up, with the development of democracy and market economy，the social organizations in our country is developing very fast.The problem of how to handle the relationship between the government and social organizations has gradually attracted more attention in the academic circles.Especially, China is in a transition period of development,the issues of social-economic development coordination is outstanding.The party's Third Plenary Session of eighteen and subsequently released the "CPC Central Committee on deepening reform of the overall number of major issues in the decision",put forward to improve the ability of national governance, activate social organization, innovation of social management.In this context, how to build the social organization of the benign interaction between the government has become especially important and very urgent task.

In this paper, on the basis of previous experience and research results, describes the theory of the social organization,this paper expounds the development of the relationship between government and social organizations.Mainly includes the reality of the situation between the social organization and the government of our country and the existing problems and reasons.Finally,puts forward the countermeasure and some suggestions on how to build a good relationship between the government and social organizations.

引言

随着世界各国社会组织的蓬勃发展，各国政府越来越重视社会组织对社会经济发展所起的促进作用。怎样处理好政府和社会组织的关系，也逐渐引起学界重视。发达国家无论在理论研究或实践中均有许多成功经验。所以，这些国家的政府和社会组织关系良好，二者合作互动共同推进本国经济社会的发展。自从改革开放以来，随着民主政治与市场经济的发展，我国的社会组织也发展迅速。我国政府也面临这一问题，特别是我国处于转型发展期，社会经济发展不协调的现象明显。党的十八届三中全会提出要提高国家治理能力，激活社会组织动力，创新社会管理。在此背景下，如何建立政府与社会组织的良好互动合作关系就成为本文写作的目的。

在我国全面强化改革的大背景下，社会组织与政府的关系研讨极有现实意义。弄清楚两者关系，找到一种适合我国国情的两者关系新模式，是解决我国凸显的社会问题，促进政府职能转变，建设创新型社会的背景下所迫切需要的。
