摘 要

食品安全充斥着我们生活的方方面面，与身体健康、经济发展、社会的和谐紧密联系。改革开放到现在，我国的食品安全管理取得了一定的成绩，但是仍有许多地方亟待完善。

食品是人们生存和发展的基础物质，食品安全影响着国家和人民的日常生活，然而食品安全事件却屡禁不止。因此，本文以食品安全中生产环节的政府监管为切入点，首先了解到食品生产安全政府监管的现状，其次从现状中分析食品生产安全中政府监管存在的主要问题，一是不完善的食品生产安全法律体系，二是不完善的食品生产安全信用体系，三是政府监管体制变革的内在动力不足。既然存在问题，就要解决问题，由此提出完善我国食品生产安全中政府监管问题的对策，一是完善食品生产安全法律体系，二是健全食品生产安全的政府监管模式，三是建立健全食品安全信用体系，四是实施食品召回措施，五是实现政府、企业、社会中间组织共同监管的模式。

On China's production of safe food in government regulation Problems and Solutions

Abstract

Food safety is directly related to people's health, harmonious development of economic development, social stability and security of societies. Although China's food safety management in the past 20 years time, has made great progress, but there are still many imperfections.

Food is the material basis of people's survival and development, food security affects the daily life of the country and people, leave it, then life will be social beings disorder. social beings lives. But the current food security situation is not optimistic, therefore, this paper food safety supervision in the sphere of production of research priorities, First, the current situation of food safety regulation is analyzed, and then the main problems that exist in food production safety supervision from the situation analysis, First, the control of food safety laws imperfect system, and second, the lack of food production in all sectors of credit system, three is the impetus for institutional change inadequate government regulation. Since there is a problem, the above problems, propose countermeasures to improve our food safety regulatory issues in the government, one legal system to improve food safety, and second, improve food production and security of government regulation mode, the third is to establish food safety credit system, the four is the implementation measures food recall, five are implement food recall measures, five are work together government, business, social intermediary organizations.

一、绪论

（一）提出问题

随着现代社会的飞速发展,食品生产安全越来越受到大家的关注，食品生产安全事故也一件接着一件，“三鹿奶粉”、“苏丹红的红心鸭蛋”、“福尔马林的梨”还有“瘦肉精的猪肉”，这些事件都发生在我们每个人的身边。面对一个如此缺乏安全感的食品环境，我们不禁感慨：为什么这些食品安全事故屡禁不止？我们脆弱的生命到底还能承受多少伤害？

瑞安瑞祥高中的“老鼠头事件”，大家应该都有所耳闻。学生在学校食堂提供的早餐糯米饭里竟然吃出了老鼠头，事情的来龙去脉是这样的：小阮和小王都是瑞安瑞祥高级中学高二（4）班的学生，去学校食堂吃午饭，小王在食堂里吃的，小阮将糯米饭打包带到教室里吃。饭吃到一半时发现，糯米饭里竟然有小半个老鼠头。小阮当时就一阵恶心，丢下糯米饭就到教室外去呕吐。小阮回忆说，当时感觉整个胃都要翻过来了，干呕了一阵子后，也没把食物吐出来。周围的同学闻讯都跑来看看，大胆的就拿出手机拍照，小胆的女生吓得跑掉了。一些中午也吃了糯米饭的同学，知道这个事情后，纷纷跑到厕所里呕吐不止。
