摘 要

公众参与主体是参与其中的人，对于网络参与来说也不例外，就是网络上表达自己的想法和意见，让公共政策向有利于公众自身的方向去发展和制定。公众日常社会生活中重要的信息来源于网络上的海量信息存储和信息传播，同时网络是现代社会思潮的主要载体，也是表达自身意愿及对社会事务的看法的重要工具。政府接受网络民意在满足公民对公共政策知情权以及表达权方面也发挥了很大的作用。是以在一定程度上，网络民意影响着公共政策的制定，公众的政事意见也越来越多地展示在网络上。

本文通过对各类相关文献资料的阅读以及在前人研究成果的基础上，分析了网络民意对我国公众参与公共政策制定的影响现状、存在问题以及发展趋势。本文一开始是导论，介绍了研究背景、现状等，接着论述了相关基本概念，分析了网络的作用和重要性，介绍了我国公众网络参与公共政策制定的现状和问题的分析，最后就以上问题和现状提出了一些公众参与的发展趋势和对策建议。

A study of public participation in public policy formulation

on the Internet

Abstract

Public participation is the body of the people involved, for network involved in is no exception, is to express your ideas and opinions on the Internet, make public policy to develop in the direction for its own public and formulation. Important information from the public daily social life of massive information storage and information on the Internet, network is the main carrier of modern social ideological trend at the same time, also express their will and the important tool of perceptions of social affairs. Government to accept the network public opinion in the citizens' right to the expression of public policy information and also played a big role. Influence is to a certain extent, the network public opinion on public policy making, public opinion is also more and more bad to show on the web.

This article through all kinds of literature reading, and on the basis of predecessors' research results, analyzes public opinion to the influence of public participation in public policy formulation in our country current situation, problems and development trend. Beginning of this article is an introduction, describes the research background and the current status, and then discusses the basic concepts, analyzes the role and the importance of networking, introduces the analysis of public participation in public policy development network status and issues, and finally the above issues and the status of some trends and suggestions for public participation.
