摘 要

公共交通系统是现代城市交通系统的重要组成部分，而公共自行车系统是近年来发展起来的践行绿色环保理念的新型公共交通系统，是未来公共交通系统的重要补充。公共自行车系统有很多优势，既可以为目前大城市脆弱的交通系统减缓压力，同时也可以保护生态环境，减少机动车带来的一系列污染问题。现在各个国家都在积极发展公共交通系统的建设，尤其是公共自行车系统。然而，正如任何新生事物总是存在一定的瑕疵一样，处于发展初期的城市公共自行车至今依然存在诸多亟待解决的问题。我国的城市公共自行车系统在经营模式和自行车摆放地点等方面也存在着诸多问题，需要在学习借鉴英国、荷兰等发达国家解决公共自行车发展中遇到的问题时形成的有益经验，不断完善城市的自行车公共交通系统。本文对这些问题进行深入探讨，研究国内大城市的公共自行车系统发展现状和问题，提出解决方案。本文希望中国借鉴国外先进的公共自行车系统运营模式，提出适应中国交通现状的建设性解决方案，为中国发展城市公共自行车系统提供依据。

Urban public bicycle development research

Abstract

Public transport system is an important part of modern urban transportation system，it is a new type of public transportation system which has been developed in recent years to carry out green environmental protection concept. Also, it is an important supplement to future public transportation system. Public bicycle system has many advantages, it not only can slow down the pressure of the current urban city fragile traffic system, but also protect the ecological environment, reduce a series of pollution problems caused by motor vehicle. Now all countries are actively developing the construction of public transport system, especially the public bicycle system. However, as any new things exit some flaws, there are still many problems to be solved in the early stages of the development of urban public bicycles so far. China’s urban public bicycle system in the business model and the location of bicycles and other places still exits many problems, which need to learn from the useful experience from United Kingdom, the Netherlands and other developed countries to solve the problems encountered in the development of public bicycles and constantly improve the city of the bicycle public transport system. This paper explores these problems in depth and studies the current situation and problems of public bicycle system in major cities in China, and puts forward the solution. This paper hopes that China will learn from the advanced public bicycle system operation mode, put forward a constructive solution to adapt to the current situation of China’s transportation, and provide the basis for the development of urban public bicycle system in China.

为了解决城市拥堵与道路不畅的问题，同时为了宣扬绿色出行和低碳环保理念，公共自行车已越来越被更多的城市所接受和应用，但是否每个城市都能在实际运用中取得良好的进展和效果却是不得而知，这就需要我们去做更多的探讨研究。

公共自行车是公共产品的一种。作为公共产品，公共自行车有它的公共性。公共自行车的推广能够帮助全民树立节约环保意识，也能够加强全民强身健体的意识，但公共系自行车的推广会影响公民私自购买自行车的意愿，会导致自行车市场的不稳定。随着道路上自行车的数量的增加，也会使得道路变得拥挤，政府在提供产品和服务的同时也面临着一定的挑战和风险。因此，研究城市公共自行车的发展是很有必要的，可以找出现阶段公共自行车发展的主要问题，研究出相应的对策，让未来更多的人能够接受公共自行车，实现真正的低碳交通，绿色出行。
