摘 要

当前，环境保护、绿色发展的理念已被全世界越来越重视，各国已经开始逐步出台对于交通行业的排放监管的政策法律。对于航运业，IMO的减排法规经过前几年的准备筹划后，2020年已经开始强制实行。而我国的航运业经过快速发展，现如今已经在造船业、港口吞吐量、船队规模等方面取得了很大的成果，已经迈入航运大国行列。因此研究此次IMO的GHS减排法规对我国国际航运业的影响已经势在必行。对航运业在此次变革中争取有利地位起到参考助力。

对于IMO的减排法规对我国国际航运业的影响研究，以宏观层次、定性研究为主，没有进行更进一步对具体减排法规、措施和定量的对我国国际航运业的影响研究。同时缺少对当前最新的减排技术的整理研究。本文将从研究当前IMO的减排法规出发，在收集到当前的减排技术和措施的前提下，整理分析对我国国际航运业的影响，再加入从船队、港口、港口集疏运、船舶营运管理四个方面进行IMO的GHS减排法规对我国国际航运业的定量评价，具体对这四个一级评价指标进行层层推进分析，建立了8个二级评价指标、23个三级评价指标，建立以AHP和模糊综合评价结合的综合评价模型，再利用问卷调查法获取相关评价数据，得出IMO的GHS减排法规对我国国际航运业的影响较强，再通过这一结论，针对性的给出建议。

Abstract

At present, the concept of environmental protection and green development has been paid more and more attention all over the world, and countries have begun to gradually introduce policies and laws for the emission supervision of the transportation industry. For the shipping industry, IMO's emission reduction laws and regulations have been enforced in 2020 after several years of preparation and planning. With the rapid development of China's shipping industry, great achievements have been made in shipbuilding industry, port throughput, fleet size and other aspects, and China has entered the ranks of shipping powers. Therefore, it is imperative to study the impact of IMO's GHS emission reduction regulations on China's international shipping industry. It will help the shipping industry to gain a favorable position in this reform.

The research on the impact of IMO's emission reduction regulations on China's international shipping industry mainly focuses on macro level and qualitative research, without further research on specific emission reduction regulations, measures and quantitative impact on China's international shipping industry. At the same time, there is a lack of research on the latest emission reduction technology. Based on the study of current IMO emission reduction laws and regulations, and on the premise of collecting current emission reduction technologies and measures, this paper analyzes the impact on China's international shipping industry, and then adds the quantitative evaluation on China's international shipping industry from four aspects of IMO's GHS emission reduction laws and regulations, i.e. fleet, port, port collection and distribution, and ship operation and management. Specifically, the four first level evaluation indexes are evaluated In this paper, eight two-level evaluation indexes and 23 three-level evaluation indexes are established, and a comprehensive evaluation model combining AHP and fuzzy comprehensive evaluation is established. Then, the relevant evaluation data are obtained by using the questionnaire survey method, and it is concluded that the impact of IMO's GHS emission reduction regulations on China's international shipping industry is relatively strong. Then, through this conclusion, targeted suggestions are given.

第一章绪论

1.1研究目的与意义

目前，严峻的全球气候形势早已经引起越来越多的国际组织、个人的高度关注和重视。全球经济也早已经开始向低碳经济转型，“绿色”是当前社会的重要发展主题。而航运业对全球经济起着至关重要的支撑作用。有数据显示，超过90%的全球贸易是有航运业参与才得以完成的，航运业有力的推动了全球经济一体化的进程。

根据国际海事组织的研究报告，在全世界范围内，航运业的碳排放量达9.38亿吨，根据现有的船舶数据预测：2050年，排放量上升幅度将达到50%-250%。如不加以管控，生态环境将面临着重大威胁。因此2020年，IMO的GHS碳减排法规已经开始强制实施。根据IMO发布的相关内容，在2030年，计划将温室气体的排放量降低40%以上，再过20年，这一幅度计划达到70%。为了支持这一初步计划，IMO也起草了部分减排措施，分为短中长期，以更好推动航运业的碳减排发展。使全球的航运业的二氧化碳的排放量停止增长，在2050年之前，将航运业的温室气体排放量相较于2008年减少至少50%^[1][1]。航运业的低碳减排行动已经开始。

我国作为一个航运大国，在造船、航运和港口贸易方面早已占据了重要地位，此次IMO强制实施的减排法规，可以说是对世界航运业的一次大洗牌，我国的造船业、航运、港口贸易等所有行业都免不了受到一定程度的波及。挑战与机遇并存，在如此大的变化之中，研究强制实施的碳减排法规对我国国际航运业的影响，理清实质，抢抓机遇，据此提高我国的国际航运业的核心竞争力，在这场低碳竞赛中脱颖而出。这也不仅仅关系到我国在航运大国中的地位和我国国际航运业发展的前景，也关系到在全球经济一体化的时代下，我国在世界经济中的表现！
