摘 要

基于金融发展与环境污染理论与实证的相关关系，探讨科技创新变量的中介效应。使用2005年至2019年省级面板数据集，探讨了科技创新对金融发展与环境污染的中介效应。以科技创新变量作为中介将金融发展与环境污染联系起来，一齐对三个变量之间的关系进行理论与实证的讨论。结果表明：通过对科技创新进行中介效应检验证实科技创新效应为金融发展与环境污染相互作用关系的主要影响路径并且对于环境污染情况的改善起到关键作用；金融发展与环境污染的关系存在明显的地区间差异，中国东、中部地区表现出负相关关系，而西部地区两个变量之间则为正相关。基于研究所得结论，提出科技发展视角下改善我国金融发展与环境污染的对策建议。一是加大金融发展改善环境污染现状的力度，引导现代化绿色金融发展。二是树立科技创新对于经济金融向好发展与生态环境优化的重要作用意识，引领社会的科学技术创新活动。三是发挥各地区的比较优势，确立差异化的金融经济发展政策。

Abstract

Based on the correlation between the theory and empirical analysis of financial development and environmental pollution, the mediating effect of technological innovation is discussed. Using the provincial panel data set from 2005 to 2019, we are engaging in the mediating effect of technological innovation on financial development and environmental pollution research. Discuss the relationship among the three variables theoretically and empirically through taking technological innovation as mediator variable to link financial development and environmental pollution.

The results are as follows: the mediating effect test of technological innovation confirms that the technological innovation effect is the main impact path of the interaction between financial development and environmental pollution. Therefore, technological innovation takes a key role in the improvement of environmental pollution. What’s more, there are obvious regional differences in the relationship between financial development and environmental pollution. The eastern and central regions of China show a negative correlation, while the two variables in the western region have a positive correlation.

On account of the conclusions obtained from the research, we put forward the suggestions from the perspective of technological development to improving China's financial development and environmental pollution. Firstly, increase the level of financial development to improve the current situation of environmental pollution and guide the development of modern green finance. Secondly, Emphasize on the awareness of the important role of technological innovation in the economic and financial development and the optimization of the ecological environment. In the meantime, lead the development of technological innovation activities. In the end, give play to the comparative advantages of different regions and establish differentiated financial and economic development policies.

绪论

研究背景

自从改革开放到现在，中国的经济发展不断提速，金融发展水平达到较高水平；随着进一步全面开放政策的实施，中国的经济金融发展建设逐步迈入新的阶段。然而，随之带来的确实日益严峻的生态环境污染等问题，环境问题引起了全国人民的关注。在中国的改革开放与城镇化进程中，由于中国目前仍旧是发展中国家，因此采取传统的发展模式。中国的经济高速增长与生产力的提升主要依赖巨量资源的消耗，但同时，对其产生的污染物的排放和处理过程均不加重视。在这几十年的发展过程中，两者之间的相互影响效果不断凸显。经济的增长与大量的资源消耗，对污染物排放限制的忽视，从而导致了资源短缺、环境大面积污染等生态环境恶化现象的发生；反之，环境的严重污染对于经济的增长和人类的生存造成了极大的阻碍，这种恶性循环也让中国付出了巨大的经济代价和环境成本。

联合国对于环境问题从1992年的联合国环境与发展大会开始就给予特别关注。追溯我国的环境保护制度，在2014年，我国政府高度重视环境问题，出台一系列规章制度来保证我国经济的健康发展与产业良好转型。颁发的《环保法修订案》为治理环境污染，改善产业发展环境起到了重大的作用。
