摘 要

为顺应全球化的发展趋势和促进区域经济合作，我国提出了“一带一路”战略构想，赢得了世界各国的广泛支持，战略推进也逐渐步入关键期。我国政策性金融作为实现国家宏观战略目标的重要工具，将在“一带一路”战略推进关键期发挥重要的支持作用。全面分析政策性金融的固有职能，对当前我国政策性金融机构的发展现状进行研究，指出发展中存在的不足，对于进一步完善我国金融体系和更好地支持宏伟战略推进具有重要意义。本文主要分为五个部分：第一部分绪论，简要论述本文选题的背景和意义，并对国内外有关政策性金融的研究现状进行综述；第二部分对研究背景“一带一路”战略的基本情况和战略意义进行概述，提出沿线风险较高的结论；第三部分从五个方面对我国政策性金融机构的作用进行分析,其中最重要的就是提供融资主渠道；第四部分重点研究了我国政策性金融机构中的进出口银行和国家开发银行的发展现状，并从定位不明确、机制不健全等方面指出存在的缺陷；第五部分就前文提出的不足给出有效建议，对我国政策性金融未来的发展进行展望。

Abstract

To conform to the trend of globalization and promote the regional economic cooperation, an important strategic conception named “the Belt and Road” has been put forward, which has won widespread support around the world. And now the strategic advance has been gradually entering the critical period. Our Policy-based Finance is one of the most significant means in achieving national macro strategic objectives, and it will play an important supporting role in the critical period. Giving a comprehensive analysis about the functions of our Policy-based Finance, researching into the current developing status of our policy-banking institutions and pointing out the shortcomings that exist in these institutions have principal port and far-reaching effect on the further improvement of our financial system and better support of our strategy. The article includes five parts: The first part is the introduction, a brief introduction to the background and the significance of the selected topic. And then research status at home and abroad were reviewed. The second part illustrates from the basic situation and the strategic significance of the research background and concludes that there are high risks along the road. The third part analyzes from five aspects of the functions of our Policy-based Finance and one of the most important roles is offering main channel of financing. The forth part focuses on the current development of our policy-banking institutions, especially The Export-Import Bank of China and the China Development Bank. Then point out the defects such as the positioning is not clear, the mechanism is not perfect and so on. The last part proposes some effective suggestions according to the defects above and looks forward to the future development of our Policy-based Finance.

“一带一路”战略顺应了全球化的发展趋势，符合各国人民的共同利益，发展前景广阔。战略的提出和实施有利于沿线各国加强贸易往来与分工合作，促进资源的优化配置和产业结构的调整升级，极大地改善沿线国家的贸易条件，提高人民的生活水平，从而促进区域经济的又好又快发展。这一宏伟战略构想自提出之日起就受到了全世界的高度关注，也得到了沿线各国的积极支持和参与，逐渐上升为国家层面的战略任务。
