摘 要

失业保险制度对社会和谐和经济发展有着巨大的作用，但是却没有受到太大的重视，特别是群众对于失业保险的重视远远低于养老保险和医疗保险。然而在经济体制改革步伐不断加快，经济结构调整不断推进的现状下，特别是经历了金融风暴后，政府和人民对于失业保险的重视不断上涨，逐渐发现现行的失业保险制度还存在一些弊端。首先，在征缴方面，失业保险的覆盖率和缴费率都还偏低，个人缴费基数的设定还待完善，失业保险金的支付水平低，失业保险基金的支出还不够完善。其次，在失业保险管理体制方面，四川省推行的是市县级统筹管理体制，这一体制导致难以充分利用失业保险基金，而且使得四川省省级政府在失业保险管理中的责任被弱化。对此，本文建议应该将更多人群纳入失业保险保障对象中，增加覆盖率。合理设定失业保险待遇，并增加失业保险基金在预防失业和促进再就业方面的支出。在失业保险统筹管理体制方面，建议提升统筹层次，建立统收统支的省级统筹管理体制。面对如今的形势和压力，完善失业保险制度迫在眉睫。

Abstract

The unemployment insurance system has a great impact on social harmony and economic development, but has not received much attention, especially mass attention is far lower than the old-age insurance for unemployment insurance and health insurance. 1.1研究的目的意义

1.1.1选题背景

世界各国或各地区普遍使用失业率、通货膨胀率、经济增长率来衡量自身经济发展状况。失业是指有劳动者劳动愿望和劳动能力，但是无法找到工作的一种社会现象。我国法律规定公民年满18岁就有完全的行事能力，这说明在年满18岁后，非学生的未就业人群应该属于失业人群。按照不同的就业意愿，失业可分为自愿性和非自愿性失业。自愿性失业是指劳动者主动放弃原有的工作，但还没有找到新的工作的情况。非自愿性失业是指劳动者被迫离开原来的工作岗位，重回就业市场却没有找到新工作的情况。按照失业的程度,失业可分为完全性失业和非完全性就业。完全性失业是指失业者虽然拥有劳动能力和强烈的工作意愿，但是却找不到工作岗位。非完全性就业是指劳动者虽然有工作，但是工作报酬太低，不满足法定的工资标准。

作为政府为应对失业问题而设置的，具有“安全网”作用的失业保险制度，其具有三大功能，即保障基本生活功能、促进就业功能、稳定功能。劳动者失业一般就意味着失去了主要的生活资金来源，自身或者整个家庭将面临生活困难的窘境，失业者无法保障自身或者家庭的基本生活。此时，失业保险将对参保的失业人员发放失业保险金，来保障其基本生活，这就是失业保险的保障基本生活的功能。劳动者重新就业需要不断提升劳动者自身的社会竞争能力，失业保险将为参保的失业人员提供培训和教育来促进失业者自身素质的不断提升和社会竞争能力增强，为失业者提供职业介绍来促进失业者早日就业，这就是失业保险的促进就业功能。失业保险为参保的失业人员提供了基本的生活保障，从而缓和了失业为失业者自身及其家庭所带来的巨大冲击，为失业者提供低水平的稳定的生活；减轻了失业问题对社会所造成的巨大影响，为社会提供了较为稳定和谐的环境。这是失业保险的稳定功能。
