摘 要

中国高铁产业走出去不仅是传统高端领域国际技术与产业的合作，而且是中国在新时期，面向未来长远发展的全球布局和国家战略。中国高铁产业走出去开启了中国外交的新局面，同时，有助于推动中国制造向中国创造的变革，也是中国经济突围的战略需要，是实现中华伟大复兴的契机。所以，中国高铁走出去已经成为国家战略，并与“一带一路”战略相结合，为我国陆路贸易开辟道路。

本文将论文分为以下三个主要方面：

第一方面，主要论述一带一路战略对中国高铁走出去的影响：首先阐述了一带一路战略的发展态势，接着结合一带一路战略，写出中国高铁战略走出去的相关进程以及对近些年相关海外高铁项目的总结；

第二方面，通过对中国高铁产业外部环境和竞争力进行分析，主要从中国高铁产业的优劣势以及所遇到及机遇与挑战展开分析；

第三方面，在对中国高铁产业优劣势以及机遇与挑战分析的基础上，运用swot分析模型，对中国高铁产业走出去所面临的问题提出切实有效的策略以及建议；同时，对上面的内容进行简要总结。

总的来说，高铁走出去面临巨大的挑战与风险，因此在输出的过程中困难重重。但是由于高铁输出的战略对于我国经济发展意义重大，因此应该积极进行高铁输出的战略规划，以此促进高铁顺利输出海外。

Abstract

China's high-speed rail industry to go out is not only the traditional high-end areas, international technology and industry cooperation, but also in China in the new era, for the future long-term developent of the global layout and national strategy. This paper is divided into the following three main aspects:

First, mainly discusses the influence of Belt and Road Initiative strategy on China high-speed rail to go: first elaborated the development trend of The Belt and Road strategy, then combined with The Belt and Road strategy, write the relevant process China strategy of high-speed rail going out and a summary of recent relevant overseas high-speed railway project;

The second aspect, through the analysis of the external environment and competitiveness of China's high-speed rail industry, mainly from the advantages and disadvantages of China's high-speed rail industry, as well as the opportunities and challenges encountered and analyzed;

早在20世纪80年代就已经实现了经济全球化，在经济全球化几十年的影响下，各个国家的竞争愈演愈烈。中国也不例外，许多负面因素阻碍着我国的发展，中国为了能在竞争力如此大的环境里站住脚跟。需要改善自己很多政策，不论是科技、政治、还是经济、外交方面，都需要推陈出新。为了适应环境，必须时刻革新自己，防止走在世界潮流的末端。其中“一带一路”政策就是我国为了适应世界潮流而做出了战略性决策，这一关键性决策，指引了我国以后的走向。规划出了我国的建设蓝图。这次创新性的策略利用了复杂的全球局势，将我国的经济实力推向了世界舞台。

详细说来，令国人骄傲的高铁技术已经通过这次“一带一路”政策，走向了世界，我国的高铁技术可以说是世界一流的，我们应该充分发挥自己的优势，趁这次走出去的机会，大力宣传高铁。我国在这次计划中，已经为沿“一带一路”的国家建设了高铁，这些技术不仅会为沿途国家带来方便和新科技，也会推动我国的经济流动。众所周知，我们中国是一个人口密集的国家，其主要密集地在东部、南部等沿海一带。在“一带一路”政策的指导下，我国内部的地区联系也越来越紧密，在我国西北部，已经建设了大量的高铁网络，极大增强了我国的交通运输能力。“一带一路”政策为我国的高铁事业带来了生机，我们应该借此机会，将我国的高铁技术推向更大的舞台，让其闻名世界。
