摘 要

随着人民对基础设施需求的增长，同时为了降低政府的债务压力，越来越多的政府开始引入政府和社会资本合作模式（PPP）。目前PPP领域尚缺乏针对项目绩效考核的统一准则，传统项目的绩效考核不能完全适用于当前PPP项目绩效考核的需要，因此, PPP项目绩效考核迫切需要一种新的方法。本文基于KPI方法，通过文献调查、研究基于KPI方法的PPP项目管理和绩效评价问题。并重点研究了星甸九峰山田园综合体PPP项目的绩效指标体系设计。主要研究内容如下：

第一章主要是介绍了本文研究的背景和意义以及研究的内容和方法；

第二章分别从理论和实操层面介绍了PPP的发展历程，以及当前PPP项目监管的的现实情况以及本文主要运用的KPI方法发展的情况；

第三章分别分析了国内和国外PPP项目绩效考核现状以及其面临的问题，同时还介绍了KPI方法和BSC方法的差异以及本文采用KPI方法的原因；

第四章首先是提出了PPP项目参与方建立绩效考核体系的战略目标以及构建的思路，随后以星甸项目为例，进行关键绩效指标的设计，从考核与优化、投融资、项目建设和项目运营四个阶段设计了相应的考核指标，并且就这些指标体系的运用设计出了一套考核流程，并设计出将考核结果与政府付费挂钩的加权计分方法，以达到政府方对项目监管的目的；

第五章针对基于星甸项目设计出的绩效考核指标体系在相似项目中的运用以及效果做了展望。

Application of KPI Method in PPP Project Management

Abstract

As people's demand for infrastructure grows, and in order to reduce the government's debt pressure, more and more governments have begun to introduce the government and social capital cooperation model (PPP). At present, there is no unified standard for project performance appraisal in the PPP field. Performance appraisal of traditional projects cannot be fully applied to the needs of current PPP project performance appraisal. Therefore, a new method is urgently needed for PPP project performance appraisal. This article is based on the KPI method, through the literature survey, research on PPP project management and performance evaluation based on KPI method. In addition, the design of the index system for the PPP project of Jiufengshan Pastoral Complex in Xingdian was studied. The main research content is as follows:

The first chapter mainly introduces the background and significance of the study, and the content and methods of the study.

The second chapter introduces the development of PPP from the aspects of theory and practice, and the current situation of PPP project supervision and the development of the KPI method used in this paper.

The third chapter analyzes the status quo of domestic and foreign PPP project performance appraisal and its existing problems. At the same time, it also introduces the differences between KPI method and BSC method as well as the reasons why this paper adopts KPI method.

The fourth chapter first proposes the strategic objectives and the construction ideas of the PPP project participants to establish a performance appraisal system. Then, taking the Xingdian project as an example, the key performance indicators are designed, from assessment and optimization, investment and financing, project construction and projects. In the four stages of operation, corresponding assessment indicators have been designed, and a set of assessment procedures have been designed for the use of these index systems. A weighted scoring method has been designed to link the assessment results with government payments to achieve government supervision of the project. purpose;

The fifth chapter makes a forecast for the application and effect of the performance evaluation index system based on the Xingdian project in similar projects.

当前大多数国家在公共服务设施建设方面的都有着双重压力；一方面要满足人民生活质量提高带来的基础设施的需求的增长，另一方面又要降低政府的债务，为了缓和这两方面的压力，越来越多的政府开始引入政府和社会资本合作模式（Public-Private Partnership,PPP）。研究报告显示全球已有40多个国家使用PPP提供基础设施和服务。2014年9月，财政部发布《财政部关于推广运用政府和社会资本合作模式有关问题的通知》（财金[2014] 76号），国家在政策方向上首次推广PPP，为PPP在我国发展奠定了政策基础。
