摘要

招标文件应当包括招标项目的技术要求、对投标人资格审查的标准、投标报价要求和评标标准等所有实质性要求和条件以及拟签订合同的主要条款。国家对招标项目的技术、标准有规定的，招标人应当按照其规定在招标文件中提出相应要求。招标项目需要划分标段、确定工期的，招标人应当合理划分标段、确定工期，并在招标文件中载明。

本文以江苏省镇江市怡景苑3号楼工程为基础，编制该项目的招标文件。该工程为十层剪力墙结构体系，建筑主体高度28m，建筑面积4986.5平方米。本文采用的评标办法为经评审的最低投标价法。本文共设置了九个章节，分别是：招标公告、投标人须知、评标办法、合同条款及格式、工程量清单、图纸、技术标准和要求、投标文件格式以及招标控制价。本设计的重点内容是工程量清单的计算以及招标控制价的确定。本设计依据设计图纸和工程量计算规范，运用广联达土建算量软件和钢筋算量软件编制工程量清单；依据设计要求、招标文件、工程量清单，并且运用广联达计价软件编制招标控制价。

Bidding Documents and Bidding Price Control

Abstract

The bidding documents shall include the technical requirements for the tendering project，the criteria for the review of bidders' qualifications，the bidding requirements and the evaluation criteria， all the substantive requirements and conditions as well as the main clauses of the contract which is going to be signed. the tenderer shall put forward the corresponding requirements in the tender documents if the state has stipulated the technical standards for the project subject to tender If the bid invitation project needs to be divided into bid sections and determine the construction period， the tenderee shall divide the bid section rationally， determine the construction period of the project， and specify the time limit in the bidding documents.

The bidding documents of this project is based on the Jiangsu province,Zhenjiang city,yijingcommunity 3# Residential Building Project Construction，The project is a six-story shear wall structural system with a building height of 28m and a building area of 4986.5 square meters.The bid evaluation method adopted in this paper is the lowest evaluated bidding price method.There are nine chapters in this design， which are: tender announcement，instructions to bidders， bid evaluation method， contract terms and format， bill of quantities， drawings， technical standards and requirements， bidding document format and bidding control price. The key content of this design is the calculation of the bill of quantities and the determination of the tender control price. According to the specifications of design drawings and engineering quantity calculation，it uses Guanglianda civil engineering calculation software and reinforcement calculation software to prepare bill of quantities and Guanglianda pricing software to prepare the tender control price which is based on the design requirements, bidding documents and the bill of quantities
