摘 要

新能源汽车是当前世界汽车工业发展的热点，政府政策对于新能源汽车的技术研发与产业推广有着重要作用。本文研究国内外的新能源汽车政策，分析政策成效，对于促进新能源汽车产业的合理政策制定有着现实意义。

本文主要内容一是梳理了自“十五”以来的我国新能源汽车政策，对不同时期中央政府与省（市、自治区）的新能源汽车政策进行了梳理与评价。再利用近年新能源汽车的销售情况以及充电桩、充电站等基础设施建设情况等产业数据，对我国政策的成效与不足进行分析。二是梳理了美国、日本与一些欧洲国家的新能源汽车相关政策，根据其政策结果等数据对其政策成效进行评价，并将其与我国现行新能源汽车政策进行对比，找出对于我国新能源汽车技术创新和产业推广更有成效的政策，如调整投资结构、培育人才、增加减税项目、完善监管机制以及利用市场调节等。

本文的研究结论结论对我国未来新能源汽车技术创新与产业化政策具有一定的引导作用。

Abstract

New energy vehicles is the hot point in the development of the world auto industry nowadays. The government policy plays an important role in the development of new energy vehicles.This paper studies the new energy vehicle policy at home and abroad, analyzes the policy effectiveness, so it has practical significance to promote the development of new energy automotive industry

First of all,the paper sort out the policies about NEV in our country since the 10th FIVE YEAR PLAN, which is issued at the class of country and province.Next,by analysis the data of NEV sales and the number of infrastructure like the charging pile and the charging station,we will know the effect and the shorts of these policies.Secondly, we list the NEV policies carried in America,Japan and some countries in Europe,and by means of analysis the data about NEV to evaluate the effect,and compare it with the policies carried in our country，then choosing the better policies such as adjusting the investment structure，cultivating talents，increasing tax cuts，perfecting supervision mechanism and using market regulation

With the conclusion acquired in this paper,we can provide some directions in policies proposing in the future.

1.1选题的目的及意义

面对资源与环境问题愈发恶劣的现状，许多国家都将新能源汽车作为汽车工业当前发展的热点^[1]。但目前新能源汽车的研发及产业化在技术、政策、市场推广等方面都处在探索阶段，研发与管理知识的不成熟与经验的缺乏使得很多国家在新能源汽车产业的推广道路十分崎岖。

任何产业想要长期稳定健康的发展，拥有正确合理的政府政策支撑十分重要。本文对我国不同时期中央政府与地方实施的新能源汽车创新与市场化政策进行梳理，与汽车工业发达的国家实行的相关政策进行参照，对比成效，找出我国新能源汽车产业技术创新与市场化当前实行政策中存在的不足，为促进我国新能源汽车行业发展的给出政策实施方向。
