摘 要

随着时代的不断进步，经济的不断发展，道路在人们的生活中扮演着越来越重要的角色，人类依靠道路来进行信息交流、利益交换等，可以说，人们的生活已经离不开道路了。然而，由于越来越多的车辆的出现，使得现有的道路交通条件无法满足人们的出行需求，因此许多城市都出现了不同规模的道路拥挤现象。本文的研究内容是智能化城市道路拥挤收费系统及其关键技术，目前，拥挤收费作为一种有效的交通管制手段，在城市交通局势如此严峻的情况下，它正在受到越来越多的关注。

本文主要概括智能交通系统相关理论，分析和探讨智能化城市道路拥挤收费中的关键技术和问题，并针对出现的问题提出相应的解决方案。首先，文章阐述了道路交通拥挤收费的课题背景以及研究意义，还有国内外的交通拥挤收费的发展现状。其次，文章阐述了智能交通、智能化城市和城市道路拥挤的相关基本理论。然后，从必要性和可行性两个方面分析了智能化城市道路拥挤收费。随后，文章探讨了智能化城市道路拥挤收费的相关概念与分类、系统的构建及相关的关键技术。最后，文章分析了智能化城市道路拥挤收费系统发展中存在的一些问题，并根据这些问题提出了相应的解决对策。

Abstract

With the time going on, the economy continues to develop, Roads play an increasingly important role in people's lives，Humans rely on roads for the exchange of information, exchange of interests, etc., it can be said that people's lives have been inseparable from the road. However, due to an increasing number of vehicles, so that the existing road traffic conditions cannot meet people's travel needs, so many cities have suffered different scale of road congestion. Contents of this paper is intelligent urban road congestion pricing system and its key technology, currently, congestion pricing as an effective means of traffic control in urban traffic situation which is so grim, it is catching more and more attention.

    This paper summarizes the theory of intelligent transportation systems, intelligent analysis and discussion of urban road congestion pricing in key technologies and issues, and give some solutions to the problems. First, the paper describes the background and significance of the road congestion charges, as well as current development situation of traffic congestion pricing. Secondly, the article describes the basic theory related to intelligent transport and intelligent urban, as well as urban roads congestion. Then, the article discusses the intelligent urban road congestion pricing system from the two aspects (necessity and feasibility). Subsequently, the article discusses the intelligent urban road congestion pricing concepts, classification ,systems Construction and related key technologies. Finally, the article analyzes the intelligent urban road congestion problems existing in the development of toll systems, based on these issues and give the corresponding measures.
     This study related to the development of congestion pricing theory and its application in real life provides a good foundation.

第1章 绪论

1.1 课题研究背景

城市道路对一个国家的重要性是不言而喻的，它不仅是人们出行交往的重要途径，还与国家的经济息息相关，是国家最为关键的基础设施。因此，城市道路交通条件的良好与否决定了这个国家或地区是否能够良好地发展，并对人们的生活水平的提高起着至关重要的作用。随着经济的飞速发展，城市中的机动车辆拥有量快速增加，同时，由于城市道路的建设相对来说较为迟缓、而且缺少有效的交通管制手段等原因，使得目前的道路交通条件无法满足数量如此巨大的车辆出行需求^[1]。世界上许多城市的道路都存在着不同程度的交通拥挤，交通拥挤不仅影响着人们的生活，还制约着城市的经济发展，它应该得到更多的重视。

当然，我们虽然一直希望能够很好的解决城市道路交通拥挤问题，但是它绝非一日之功能够解决的。目前，许多城市普遍的做法就是不断建造新的道路来提高城市道路的面积率、增大路网密度，比如修建高架桥等，还需要把服务功能较低的旧道路改造为新的道路，同时，公共交通的建设也引起了相关部门的重视，比如许多城市就已经规划和实施建设了快速公交系统（BRT）和轨道交通系统。因此，以目前来讲更加可行的措施是通过交通管理和控制手段（包括经济手段等）来平衡交通流量，使中心道路的多余交通流量转移到其他道路，以达到降低交通拥挤的目的^[2]。其中最为关键的做法便是采取交通拥挤收费，这便是本文研究的重点。
