1.目的及意义

E-Commerce orElectronics Commerce is a methodology of modern business, which addresses theneed of business organizations, vendors and customers to reduce cost andimprove the quality of goods and services while increasing the speed ofdelivery; It can be broadly defined as the process of buying or selling ofgoods or services using an electronic medium such as the Internet.

Benefit is an advantage or profit gainedfrom something; a payment or gift, as one made to help someone or given by anemployer, an insurance company, or a public agency; a theatrical performance orother public entertainment to raise money for a charitable organization orcause.

Limitation isa limiting condition; restrictive weakness; lack of capacity; inability orhandicap; something that limits; a limit or bound; restriction; the act oflimiting.

E-commerce is now part of our lives andcompanies trading via the internet are exposed in a high speed changingenvironment where business opportunities changed frequently, according to thecustomer needs and technology innovations.

How thistechnology can be implemented in least developed country with poor telecommunicationinfrastructure, poor electronic payment systems, lack of regulation andcapabilities in the subject matter?

Despite thefact that many studies focused on showing that less developed countries face alack of telecommunication infrastructures and electronic payment systems,recent developments of mobile telephony in Africa change the way e-commerce canbe perceived in this part of World because of the opportunities discovered inthis emerged market.

So thequestion is not only about the infrastructures for e-commerce, which reallyexist, but in term of the existence of capabilities for e-commerce and how theycan be leverage to develop the e-commerce.

The objectiveof this work is to define how e-commerce can be implemented in DRC taking intoaccount all constraints of e-commerce capabilities. Because the internet access in only present inurban areas, the research will focus only oncompanies located in such areas.

The poorpenetration of the internet and the lack of electronic payment systems can berecognized as a detriment to the development of e-business in the country. Evenif there is a regulation board for telecommunication and informationtechnology, there are no rules defined for electronic commerce and electronicpayment.
