摘 要

产业创新平台是在一定区域内，以特定产业为中心，从事产业共性技术研发和提供相关创新服务的知识基础设施。产业创新平台是产业创新领域一个新兴的创新工具，对其绩效加以评估对于提升企业创新能力，促进传统产业转型升级，培育战略性新兴产业有很强的理论意义和实践意义。

本文在总结前人研究成果的基础上分析了产业创新评价绩效的理论构成。接着阐释了本文重点研究部分，即绩效评价指标的设计和指标体系权重的确定。首先从产业创新平台的含义、构成要素方面介绍产业创新的基本概念。再者从构成个体组织、治理过程产出和客观层面产出上阐释产业创新平台系统理念。第三章介绍了绩效评价指标的概念构成、设计原则、并且确定了相应的指标体系。第四章主要介绍邀请了各领域领导专家共20位用德尔菲法对各评价指标进行分析评估，最终确定相应指标的权重。

Industrial innovation platform performance evaluation index system research

Abstract

Industrial innovation platform is, in some area around a particular industry,engaged in industrial generic technology research and development and provide relevantknowledge innovation service infrastructure. Industrial innovation platform is an emerging industry innovation field innovation tools, its performance is evaluated to improve enterprise innovation ability, promote transformation and upgrading of traditional industries, and cultivate strategic emerging industries have a strong theoretical significance and practical significance.

In this paper, on the basis of summarizing the predecessors' research results analyzed the industry innovation performance evaluation theory. Then illustrates the key research issue, the design of the performance evaluation index and index system to determine the weights. First of all, from the aspects of the meaning of industrial innovation platform, component is introduced the basic concept of industrial innovation. Moreover from individual organizations, the governance process output and objective interpretation on the level of output industry innovation system concept. The third chapter introduces the concept of performance evaluation index structure, design principle, and determine the corresponding index system. The fourth chapter mainly introduces invited leading experts in various fields, a total of 20 using Delphi method to analyze the evaluation index evaluation, finally determine the weight of each index.

第一章 导论

1.1研究背景

产业创新平台是在固定的地域之内，以一定的产业为中心，从事产业相同性的技术研发和提供相关创新服务的基础知识设施。它不仅重视单个技术产业和产业相同性技术的研究开发，还重视对主要产品和新兴产业为中心的综合创新。然而我国进行产业创新起步较晚，但是现在经济的快速发展使我国产业技术也快速发展。产业创新能够为现在的提供更高质的服务。对产业创新平台的研究，可以提高企业的创新能力，对绩效指标的评估，可以提高企业的竞争力。有效的突破产业的增长趋势，进行产业创新，可以促进我国传统产业调整和升级，也可以促进地域经济的实际发展，也是提升我国现有综合实力的重大战略举措。

1.2研究现状

Freeman(1991)认为，产业创新是创新领域的一种基本制度，因此其强调技术的创新必须与组织制度的创新相结合。Roy Rothwell与Mark Dodgson 合著的《The Handbook of lndustrial Innovation》(1994)对产业创新的性质、起源和产出进行了较深的研究，同时也对影响产业创新的相关要素等方面进行了较深研究。Gawer(2011)从平台、市场、创新相互联系的角度对产业创新平台的运行机理、组成部分、功能效应进行了详细分析。张治河(2006)认为，产业创新系统主要由四个方面组成分别是政府政策系统、评估系统、产业创新环境系统和产业创新科技系统。芮明杰、张琰(2009)认为，网络状产业链的认知总结平台由结构认知、技术认知、组织认知以及环境认知四类认知体系构成。许正中、高常水(2010)认为，产业创新平台如果要形成共享信息平台、创新技术平台、政策共享平台、创新共享平台等的子平台体系应该通过共享资源、建立开放型市场、建立规模化的融资服务、政府相关政策的支持等几个方面的支持。李增辉、汪秀婷(2012)将产业创新平台的功能划分为资源条件、技术研发、人才的交流与培训、技术成果的推广与转化。

创新绩效的产出绩效，主要体现在新开发的产品以及创新成果给企业或产业带来效益上，通常用新产品的价值、新产品销售收益及专利申请数量等表示。高建等(2005)学者认为，创新绩效不能只涵盖创新成果，还要涵盖创新执行全过程。李光泗等(2011)的研究则得出自主研发对我国技术创新的正向影响较大且的结论显著。
