摘 要

进入21世纪，随着基因工程等技术的提高，生物医药产业得到蓬勃发展。2010年10月，我国颁布《国家关于加快培育和发展战略性新兴产业的决定》其中把生物医药产业列为我国重点发展的战略性新兴产业之一。本文首先结合现有文献阐述了我国生物医药产业的发展状况，接着论文对于生物医药产业的研发流程各阶段进行划分，并在此基础上分析每个阶段的特征，最后综合以上分析指出生物医药产业研发流程管理的问题并给出对策。研究结果表明我国生物医药产业在研发方面投入的还不够，在创新、融资、市场等方面还存在不足。对策包括加强与高校等科研机构的合作、加强企业资金管理、加大市场开发和产业战略布局、完善专利体系等。

Research of the development process and characteristics of Biological pharmaceutical industry

Abstract

In the 21st century, with the improvement of genetic engineering techniques, biological medicine industry vigorous development. In October 2010, Our country promulgated 《The country about to speed up the decision of the cultivating and developing strategic emerging industries》 The biological medicine industry as one of the focus on the development of strategic emerging industry in China. This paper combined with the existing literature expounds the development of biological medicine industry in our country, then divide biological medicine industry development in different stages of the process, analysis of the characteristics of each stage, he above comprehensive analysis indicates that the biological medicine industry development process management problems and give advise. Results showed that the biological medicine industry in China has been expanding but distribution imbalance. In terms of innovation, financing, market is still have problem. Countermeasures including strengthen the cooperation with scientific research institutions such as college, strengthen enterprise capital management, increase the market development strategy and industry layout, perfect patent system, etc.

1.1 研究背景

进入21世纪，随着基因工程等技术的提高，生物医药产业得到蓬勃发展。2010年10月，我国颁布《国家关于加快培育和发展战略性新兴产业的决定》其中把生物医药产业列为我国重点发展的战略性新兴产业之一。。

生物医药产业作为21世纪新兴产业，具有较高的技术含量，同时也是高风险，高门槛的产业。中国虽然正在崛起成为世界经济大国，但我国生物医药产业起步较晚，和美国、欧洲等发达国家仍然有着一定的差距。然而随着美国、英国等发达国家产品快速进入国内，我国生物医药企业不但需要在国际市场上和他们一决高下，如何稳住国内的市场也是当务之急。但是中国企业无论从规模，研发能力，专利意识还是投资数额都处在较低的水平，这严重影响了我国生物医药产业的产业结构升级和调整。

1.2 研究意义

世界医药产业正处于飞速发展的时期，中国推进生物医药产业意义重大。这是社会生产力发展的一次机遇，是国家战略不可或缺的一部分。深入探究中国生物医药产业的开发环境和研发战略，也有利于中国特色生物医药产业的发展和企业进一步提升。企业的研发能力对企业发展有着巨大的作用，研发可以创造出新技术，新产品，新方法，扩大市场份额。积极研究中国生物医药企业研发流程，可以最大程度的调动中国生物医药产业潜能，促使生物医药企业出现高质药品成果，能够把生物医药产业的实力提高，具有重要的理论意义以及现实意义。

1.3 研究内容

本文的研究内容如下：

1、介绍了生物医药产业含义，然后根据文献整理得出中国生物医药产业的特征，再通过图表和数据分析得出中国生物医药产业的发展现状。

2、研究生物医药产业的研发流程，将生物医药产业的研发流程分为几个阶段并给出定义，在此基础上进一步研究每一个研发阶段的特征。
