摘 要

稀土，有着“工业维生素”的美称，在多种高新技术产业领域有着广泛的应用，并且发挥着不可替代的作用，也是传统工业生产中不可或缺的重要原材料。目前来说，中国稀土资源的蕴藏量排在全球最前列。同时，无论是从我国稀土的产量来讲，还是从消费量和出口量来看，都遥居首位。世界各国均十分重视稀土产业。然而，目前我国的稀土产业现状并不乐观，存在着诸多的问题。对此，本文着重对稀土产业进行研究分析，并据此提出几点建议。希望政府能够从产业结构、企业自主创新、出口配额、贸易政策等方面着手稀土产业改革，以促进中国稀土产业的健康，高速发展，获取国际稀土出口定价话语权。同时，当下国际稀土市场的震荡以及中国稀土产业政策的变迁对稀土产业的发展及出口市场产生了重大影响。

Chinese rare earth industry policy and its impact on export markets

Abstract

Rare earths, with "industrial vitamins" reputation, in a variety of high-tech industries has been widely used, and plays an irreplaceable role.It is an important raw material in the production of traditional industries indispensable. China is the richest countries of rare earth resources in the the world . Meanwhile, Chinese rare earth production, consumption and export volume ranking first in the world. All of the worlds attach great importance to rare earth industry. However, the current situation of Chinese rare earth industry is not optimistic, there are still many problems. Therefore, this paper focuses on the rare earth industry, research and analysis, and put forward some suggestions. I hope the Government will proceed with reform of the rare earth industry in terms of industrial structure, enterprise innovation, export quotas, trade policy, so as to promote the healthy and rapid development of Chinese rare earth industry, access to international export of rare earth pricing right to speak. At the same time, the current international rare earth market volatility and changes of China's rare earth industry policy on the rare earth industry development and export markets had a significant impact.

第一章 绪论

1.1 研究背景

自从上世纪90 年代以来，有着“工业维生素” 美称的稀土，其全球年消费量从33000 吨增加到100000吨以上。稀土对于包括有色金属以及石油等在内的传统产业来说，都是不可或缺的较为重要的原材料之一。同时，随着当今科技的不断进步和发展，在以光电信息为代表的高新技术以及以新能源为代表的新材料领域中，稀土的重要作用也不言而喻。

最近这些年以来，我国的相关部门已经着手并初步制定了一些相关政策用以规制稀土产业的良性发展。我国稀土产业的发展态势较为平稳，发展速度较快。与此同时，国内稀土的使用规模正与日俱增，消费结构也在不断的调整和升级，出口实现了增价减量，我国稀土产业的发展成果也正日益丰硕。

1.2 研究内容

本文从中国稀土产业的发展现状及其目前所暴露的发展困难出发，具体阐述中国监管部门针对存在的问题所提出的针对性的产业发展政策，同时还论述了这些产业发展政策对于出口市场的具体影响及作用。本文积极顺应国际形势变化发展的整体趋势，以及我国稀土产业健康，平稳，可持续发展的需求，从多个方面展开，以体现本文的时代性，实际性和创新性。

1.3 研究方法

通过阅读国内外相关文献资料，对中国稀土产业政策的调整对世界稀土出口市场的影响的相关理论得出自己的见解。

通过大学课程中所学到的多种分析方法，对所下载的文献资料，进行整理分析，归纳总结出国内专家学者的研究成果，取其精华，理出框架和提纲。
