摘 要

本文首先对城市群和市域市郊铁路的概念进行了界定，通过对国内外案例的研究，对比了几种交通出行方式，总结出市域市郊铁路的特征。同时对市域市郊铁路的功能定位进行了分析，探讨了市域市郊铁路与城市群中的中心城市的适应性。接着开始研究城市群背景下的市域市郊铁路发展关键问题。把市域市郊铁路的关键问题分为两个时期来研究，分别是规划期和运营期，并对这两个时期的关键问题进行分析总结。通过研究可以得出以下结论：①在城市群发展背景下，市域市郊铁路是城市群发展的关键动力。②针对城市群背景下市域市郊铁路的发展，应该在市域市郊铁路发展的规划期，确定好市域市郊铁路的站点位置和间距，线路线形，开行和停站方案。在运营期，可以根据通过能力、客流负荷强度和旅行速度来评价线网的运输能力，并适当调整开行和停站方案来提升线网的运输效率。

Research on Key Issues of Suburban Railway Development in the Context of Urban Agglomeration

Abstract

This paper explains the concepts of urban agglomeration and commuter railways at the beginning. Through the case study at home and abroad, the characteristics of commuter railways in the context of urban agglomeration are analyzed. At the same time, the functional orientation of commuter railways in the urban area is analyzed, and the adaptability of commuter railways in the urban agglomeration to the central cities in the urban agglomeration is summarized. Then the key issues of commuter railway development under the background of urban agglomeration are studied. This paper divides the key problems of commuter railways into two periods, the planning period and the operation period, and analyses and summarizes the key problems in these two periods. Through the research, we can draw the following conclusions: (1) Under the background of urban agglomeration development, commuter railway is the key driving force of urban agglomeration development. (2) In regard to the development of commuter railways under the background of urban agglomeration, it is necessary to determine the location and spacing of commuter railways in the planning period of commuter railways development, the alignment of the lines, and the stop-and-start schemes. During the operation period, it should be adjusted according to the calculated capacity, passenger load intensity and travel speed.

研究背景与意义

1.1.1 研究背景

随着我国城市规模扩张，城镇化水平发展，近年来我国的“城市群”倾向越来越明显。城市群是城镇化进程中在某些条件优越的地区形成的城镇密集分布的地域形态，是未来城市地域体系组织形式演进的发展方向。《国家新型城镇化规划（2014-2020 年）》提出了以城市群为推进城镇化的主体形态。按照新型城镇化的要求，着力提升城市群质量，切实把城市群建设成为我国在全球化网络中具有竞争力的核心节点区域将成为未来中国政府工作的重要方向。

在城市群形成和发育过程中，交通体系的发展起到了十分重要的作用。而市域市郊铁路作为交通体系的重要组成部分，是城市群发展中不可或缺的因素。2017年6月28日，国家多部委联合下发《关于促进市域（郊）铁路发展的指导意见（发改基础[2017]1173号）》（以下简称《意见》）,《意见》中指出，市郊铁路是城市中心城区联接周边城镇组团及其城镇组团之间的通勤化、快速度、大运量的轨道交通系统，提供城市公共交通服务，是城市综合交通体系的重要组成部分。为了加强市域和市郊之间的联系,有些城市选择通过地铁连接郊区，在整个城市内采用地铁线网规划布局；另外一些城市选择通过增加常规公交的供给来解决郊区客流的出行问题。但实际上，这两种方法都有其弊端。对于地铁来说，它的投资较高，建设难度相比于地面交通来说会更大；对于常规公交，过多的开行常规公交，也会占用大量的公路资源，对于城市本身的交通状况也是一个极大的挑战。所以对于解决城市市区与市郊之间出行问题而言，市域市郊铁路不失为一种优秀的解决方法。它具有运量大、安全环保、建设难度低等优点，是解决城市群发展中交通问题的首选方式。
