摘 要

随着我国的经济发展，长江航运业也是主导业之一，航运业带动我国的经济发展是主要动力。与此同时，长江上的交通安全也出现了，一系列的问题。特别是三峡库区航段，在长江海事局管辖区内，据统计1986年至今，一共发生超过6500件事故，直接经济损失将近2亿元。

在这行业的管理层的角度下，进行了三峡库区雾航安全预警系统对船舶在雾航时的安全保障进行了进一步的研究。

进一步完善三峡库区的雾航安全预警机制，提搞船舶冒雾航行的安全等级。不会让雾航成为航运业的头疼问题，也不让雾航成为经济发展的“绊脚石”。通过此次研究，推行改良后的三峡库区雾航安全预警机制。

为了减少因雾情对航运业的影响主要已同行环境的研究和改进来分析雾航安全预警机制。还有雾情预报的能力，人员的培训等方面也进行了改良建议。

Abstract

With the economic development of Our country, the Yangtze River shipping industry is also one of the leading industries, the shipping industry to promote China's economic development is the main driving force. At the same time, the Yangtze River traffic safety also appeared, a series of problems. In particular, in the section of the Three Gorges Reservoir, there have been more than 6,500 accidents and direct economic losses of nearly 200 million yuan in the area under the jurisdiction of the Yangtze River Maritime Administration since 1986.

From the perspective of the management of this industry, the early warning system of fog navigation in the three Gorges Reservoir area is carried out to further study the safety guarantee of ships during fog navigation.

Further improve the early warning mechanism of fog navigation in the Three Gorges reservoir area, and raise the safety level of vessel navigation in fog. Fog navigation will not become a headache for the shipping industry, nor will fog navigation become a "stumbling block" to economic development. Through this study, the improved fog navigation safety warning mechanism in the three Gorges reservoir area is implemented.

In order to reduce the impact of fog on the shipping industry, the safety warning mechanism of fog navigation has been analyzed mainly through the research and improvement of peer environment. Also has the fog condition forecast ability, the personnel training and so on aspect also undertook the improvement suggestion.

近年来，长江航运保持着快速稳定增长，长江航运在区域经济中的地位日趋增强，三峡库区也有着不小的作用，也对三峡库区周边的地区带来了飞快地发展。在世界上平舆为一个世界上运输量最大的通航河流，国家也对沿江省市政府做出重要批示，对此区域重点建设等要点。

众所周知，三峡库区起着一个重要的作用。库区可以蓄洪，并提供丰富的水源，建立世界规模最大的水电站，并对西部地区的经济发展做出重要作用。

据这些数据我们可以分析出以下问题：

①能见度下降，导致船舶航行受到严重干扰；

②运输时间因雾情程度的关系变长，导致航运服务质量的降低和失信；

③经济损失，航运经济受到严重的干扰。
