摘 要

近年来，我国食品安全事故频频发生，作为关系到国际民生的重要问题，越来越引起人们的普遍关注。本文通过对行政学、社会学、管理学、心理学等各学科领域的相关文献资料的查阅，搜集到了大量有关食品安全、政府职能、监管方面的文献资料及法律和学术研究报告，运用比较研究法分析国内食品安全监管与国外食品安全监管的异同，归纳出我国政府在履行食品安全监管职能中存在的问题，并根据我国具体的经济环境，针对如何转变政府职能，充分发挥和改进政府在食品安全监管中的作用，提出了自己的一些建议。本文的讲解的主要脉络是：首先解释了政府的职能有哪些，在食品安全监管中应该发挥哪些职能。其次提出了我国政府在这个领域里目前还存在哪些问题，以及存在这些问题的原因是什么。然后以美国和日本为例研究了国外政府的食品安全监管并加以借鉴。最后，就我国政府的食品安全监管工作，提出了合理化的建议。
