摘 要

人口老龄化是中国人口发展的一个热点问题。对中国共产党中央委员会提出了“关注民生，重视民生，进行了从各种角度深刻的阐述，提出了完善制度，促进发展的战略部署，字里行间都致力于关心和照顾老人，反映对老龄事业发展的关注和重视。加快推进以改善民生为重点的社会建设，加快建立覆盖城乡的社会保障体系，保障基本民生，探索农村养老保障制度的建立，充分说明了人口老龄化问题已经引起了党和国家高度重视。加快以改善民生为重点的社会建设，老龄化这样一个重大的社会问题已成为社会养老保障中一个突出的问题，特别是农村人口老龄化问题，在人口老龄化过程中的增龄过程中，农村老年人面临着很多困难和问题。因此，关心和帮助老年人，特别是妥善解决农村老年人口的养老保障问题，具有十分重要的意义。
