摘 要

近年来，我国的老年人口越来越多。据相关资料显示我国在2000年就已进入了老龄化社会，但随着社会经济和文化等因素的快速发展，我国传统的家庭养老开始逐渐衰弱，养老院也无法满足不断出现的老年人口。因此如何养老，选择何种养老方式就显得尤为重要。随着社区在我国的迅速发展，社区养老引起了很多人的关注。但经调查后，发现我国的社区养老服务中还存在着一些问题，如：政府资金投入不够；社区养老机构的服务水平不高；还有缺乏完善的法律法规制度；社区养老机构的基础设施不健全等。由于这些问题的存在，所以积极钻研并探索出有效的解决措施对于促进我国城市社区养老的发展是十分必要的。

Problems and Countermeasures of Urban Community Service for the Aged in China

Abstract

In recent years, more and more elderly population in our country. According to the relevant data shows that in 2000 China has entered the aging society, but with the rapid development of social economic and cultural factors, China's traditional family pension became weak, nursing homes can not meet the emerging of the elderly population. So how to care for the elderly and it is very important to choose what kind of pension community. With the rapid development in our country, the community endowment attracted the attention of many people. But in the investigation, we found that the current pension service of our country city community and there are still some problems, such as: government funding is not enough; community service pension institutions the level is not high; and the lack of perfect laws and regulations system; infrastructure of community pension institutions is not perfect. Because of these problems, and actively study and explore effective measures to solve It is necessary to promote the development of China's urban community endowment.

引言

随着计划生育政策的实施，我国的青少年人口正逐步减少，与之相反的是我国的老年人口却在逐年上升。我国已进入老龄化社会，但尴尬的是，目前我国的总体经济状况却无法适应如此多的的老年人口的养老问题。

养老作为一个重要的社会问题，已经引起了国内许多专家学者的重视并积极地对其进行研究，而在其中对我国社区养老研究的居多。在有关社区养老研究的文献中，有些是研究社区养老的概念的；有些是研究并介绍国外先进的实践经验的；有的是研究我国部分城市的成功的实践经验，还有的是调研我国社区养老中出现的问题及对策的。

例如刘晓静、徐宏波的《社区养老服务产业化发展路径研究》、赵一红的《意识形态福利视角下的养老模式--城市社区养老与机构养老的比较分析》等都对社区养老及相关概念进行了界定。
