摘 要

在这个社会利益日新月异的时代,学者们普遍认为我国社区民主建设是一种由上而下的政府主导的制度创新,虽然政府仍是社会变革的主体,但不再是社会资源合理配置的唯一主体,其他的社区社会组织、社区公众团体和政府一起参与管理社区公共事务,建立网状的社区民主自治结构。社区是社会结构中的最基本要素以及接通居民与政府之间的中介，所以成为社会民主建设的基本出发点。

本文在对我国社区权利结构、社区民主建设、社会组织参与等概念进行梳理的基础上，描述了我国社区社会组织参与社区民主建设的现状，采取问卷调查和案例分析的方法，并以南京市浦口区为例展开验证，结合问卷调查结果指出当前我国社区社会组织参与社区民主建设中所面临的问题主要表现在政府及居民对社会组织参与、社区民主建设的认识和影响不足，居民参与程度低。笔者认为应该从改变政府管理理念和职能，完善民主自治，培育居民参与意识等方面来解决。

The mechanism of community social organizations participating in the construction of community democracy

——Taking Pukou district as an example

Abstract

In this era of rapid social interest, community building of democracy is a top-down government-led institutional innovation, although the Government is still the subject of social change, but not the only subject of social rational allocation of resources, and other community social organizations, community groups and government together with the public to participate in community self-management community of democratic structures of public affairs, establish mesh. The community is the basic element of social structure and turned an intermediary between residents and the government, it has become the basic starting point of social democracy.

Based on the concept of the rights of our community structure, the construction of a democratic community, social organizations, etc. to sort on, describing the current situation of social organizations to participate in community democratic construction.According to the questionnaire results pointed out that the community of social organizations in our country participate in the problems faced in the construction of community democracy is mainly manifested in the government and residents participation of social organizations, knowledge and influence of community democratic construction problems, residents of the low level of participation. The author believes that it should be resolved by changing the concept and function of government management, improving democratic autonomy, cultivating the awareness of residents' participation and so on.

一、引言

（一）研究背景

社区基层民主建设的巩固与加强今日已成为一个非常热门的话题。社会运行的良好程度与社区民主建设的好坏息息相关。与此同时，创建和谐社会的首要条件是创建和谐民主社区，而社区社会组织对和谐社区的建设起到举足轻重力量。社会组织不仅仅是普通民众参与社会创建的重要载体，也对政府与企业社会功能的不足起到重要的弥补作用。因此，我们将主要研究方向放在社区社会组织参与社区民主的建设。
