摘 要

随着改革开放的深入进行，社会组织在我国的发展速度不断提升，并且在政治、经济、文化和教育等方面的活动领域起着十分紧要的作用。在社会组织的发展建设中，道德建设问题始终是我们重点关注的问题。随着进一步的发展,在道德建设的过程中，更多的问题不断暴露出来，显示出越来越严重的趋势。由于各种各样的原因，社会组织在道德建设中存在诸多的困难，道德问题的解决不能仅从道德自身着手,社会组织也应该采取相应的措施。忽视社会组织的作用,仅仅满足于空洞模糊的道德说教,这是我们在道德建设方面薄弱、效果不大的关键。因此如何发挥道德建设功能是社会组织中的一个重要研究课题。

本文参照了前人的研究成果及实践经验。论文首先指出了社会组织道德建设的六个功能，其次，阐述了实现这些道德建设功能的方式，接着，针对社会组织道德建设具有的这些功能，从四个方面总结了社会组织道德建设功能在发挥中可能面临的困难。最后，针对发挥社会组织道德建设功能遇到的问题提出了六大对策，对社会组织道德建设功能的发展提供新的思路和方向。

Research on the moral construction function of social organizations

Abstract

With the deepening of reform and opening up, social organizations are accelerating in China, and play a very important role in the political, economic, cultural and educational fields of activity. In the construction of social organization, the problem of moral construction has always been the focus of our attention. With further development, in the socialist market economy, some problems exposed in the process of moral construction are becoming more and more obvious. For various reasons, social organizations have many difficulties in moral construction, moral problems can not be solved only from morality itself, but should be started from social organizations. Ignoring the effective efforts in the social organization and satisfying the vague moral preach is the crux of our weakness and ineffectiveness in moral construction. Therefore, how to play the function of moral construction is an important research topic in social organizations.

This paper refers to the previous research results and practical experience. The paper first points out the six functions of social organization morality construction, then expounds the ways to realize these functions, and then summarizes the possible difficulties of social organization moral construction function from four aspects according to these functions of social organization morality construction. Finally, according to the problems encountered in social organization's moral construction, six countermeasures are put forward to provide new ideas and directions for the development of social organizations' moral construction function.

引言

自上个世纪80年代开始,“全球结社革命”^[1]的社会组织逐渐发展壮大，这一现象使得整个世界有了翻天覆地的变化。随着改革的开放，社会组织一个接着一个地涌现出来。最近几年以来，社会各界对它的发展越来越关注和重视。社会组织，它主要是由社会团体自己发起和政府支持推进下创立的，旨在达成社会政治、文化以及经济等方面的利益。它也被称为非政府组织、非营利组织。

从社会组织的本质特性来看,它所具有的伦理属性和伦理内涵主要表现在它的公益性、志愿性、非营利性上。^[2]它指的是社会组织以服务社会为宗旨, 以志愿者精神为驱动力, 通过在社会公益事业、产业组织、弱势层、民主政治等方面实施引导教化、惩罚鼓励和约束限制等方式来完成全社会成员道德意识、道德观念和价值取向的融合,以达到和谐的社会秩序的行为过程。从中可以看出, 道德建设功能是社会组织道德属性的表现, 是社会组织重要的功能之一。道德建设功能可以为经济社会的发展作出重大的贡献，特别是提高社会道德水平。
