摘 要

现代意义上的公共决策专家咨询制度最早在我国古代中就得以产生。近年来，我国随着不断的改革开放和政府职能的不断转变，专家咨询制度在实践中得到了质和量的双重飞越，在公共决策中充分体现出专家咨询制度的重要性和优越性。由于政府在公共决策中位于主体地位，因此政府在决策过程中难免自身存在不足导致决策的失误，在这样一个背景下，在公共决策中加入专家咨询制度，从而提高公共决策的科学性就成为政府的主要目标。

本文就是以我国专家咨询制度在公共决策中的作用为视角，通过文献研究法和公共决策的理论基础论述专家咨询制度在公共决策科学化中的作用。

本文主要分为六个部分，第一部分论文对相关概念和理论基础进行阐述；第二部分论述了专家参与公共决策的历史沿革和公共决策科学化的意义；由于我国的决策主体是政府，政府在公共决策中难免会存在不足，由此第三部分针对政府在公共决策科学化中的不足之处进行论证；最后针对以上的不足，在第四部分中论述专家咨询制度存在的必要性；第五部分则是主要论述专家咨询制度在公共决策科学化中的作用；第六部分针提出了专家咨询制度嵌入公共决策科学化中的有效途径。

Abstract

The modern public decision-making expert consultation system was first established in ancient China. In recent years, our country along with the unceasing reform, opening up and the functions of the government's changing, expert consulting system in the practice of quality and quantity of double fly, in public decision-making fully embody the expert consulting system of importance and superiority. Because the government is located in the main body status in the public decision-making, so the government in decision-making mistakes unavoidably exist deficiency leads to decisions, in such a background, to join in the public decision-making expert consulting system, thus improve the scientific nature of public decision-making will become the main target of the government.

This article is to our expert consulting system in the perspective of the role of public decision-making, through literature research and the theoretical basis of public decision-making expert consulting system is discussed in the role of public decision-making scientifically.

This paper is divided into six parts. The first part elaborates the related concepts and theoretical basis. The second part discusses the historical evolution of expert participation in public decision-making and the significance of scientific public decision-making. As the decision-making body of our country is the government, the government inevitably has shortcomings in the public decision-making, so the third part demonstrates the shortcomings of the government in the scientific public decision-making. Finally, in the fourth part, the author discusses the necessity of the expert consultation system. The fifth part mainly discusses the role of expert consultation system in scientific public decision-making. The sixth part puts forward an effective way to embed expert consultation system into the scientific public decision-making.
