摘 要

在经济社会快速发展的背景下，公民的政治参与意识随着政治、文化、经济的发展而有所提高，但是我国依然面临着公民政策参与不足的问题。由于公民个人的力量小，话语权弱，公民很难直接参与到政策制定的过程中。所以，社会组织为载体的政策参与成为比公民个人直接参与更为有效的途径。社会组织作为政府与公民之间对话的桥梁，起到了传达公民的利益诉求，扩大公民的声音的作用，从而向政府提出各种政策诉求和建议。然而，由于我国社会组织自身发展的时间短以及政策制度的局限，社会组织在政策参与方面仍然面临许多的困境，制约着社会组织的发展，阻碍了社会组织发挥政策参与的功能。

本文主要有四个部分，第一部分为社会组织政策参与的概念及必要性；第二部分是介绍我国社会组织政策参与的现状；第三部分分析了我国社会组织政策参与的困境；第四部分就是总结国外社会组织政治参与的经验和启示；第五部分就是针对社会组织政策参与的困境提出相关的对策。

The Current Situation, Dilemma and Countermeasures of Chinese Social Organizations Participating in Policy formulation

Abstract

Under the background of rapid economic and social development, although people's awareness of policy participation has increased, our country is still faced with the problem of insufficient policy participation. It is difficult for individual citizens to be eligible to participate in the policy-making process. Therefore, policy participation with social organizations as the carrier has become a more effective way of policy participation than the direct participation of individual citizens. Social organizations as a bridge for dialogue between the government and its citizens, it plays an important role in conveying the interests of citizens and expanding the voice of citizens. It makes comments and requests to the government. However, due to the short development time and the limitation of policy, social organizations still face many difficulties in policy participation. Social organization cannot play the biggest advantage in the process of public policy making.

This paper is divided into five parts. The first part elaborates the concept of social organizations participating in Policy formulation and analyzes the necessity of social organizations participating in social assistance in China. The second part introduces the current situation. The third part elaborates the difficulties faced by China's social organizations in participating in policy making. The fourth part is the practice and enlightenment of foreign policy participation. The fifth part is to put forward some reasonable countermeasures to promote the participation of Chinese social organizations in policy formulation.
