摘 要

自从李克强总理提出了“大众创业，万众创新”的理念，在其相关政策的推动下，高校学生创新创业的热情高涨，高校学生俨然已成为创新创业浪潮中一支不可或缺的中坚力量。党的十九大^[1]召开以来，国家从中央到地方都越来越重视创新创业相关的工作，为社会各行各界提供服务，加快脚步跻身创新国家的前列。高校大学生在校期间对于未来有很多想法，不少人在校或者毕业后采取了创业来作为以后的出路，这样也能够采取更多的方式来面对现在严峻的就业形势。时代在发展，创业优惠政策也在随之发生变化，南京市江北新区陆续出台相应政策，为大学生的创新创业保驾护航，但是大学生创新创业政策在实施与落实的过程中，存在着落实不到位、政策出台部门职能不清、政策倾斜力度不够等方面的问题。相应地，应该通过拓宽融资渠道、展开针对性服务、政府高校企业联合培养等模式来进一步保障大学生创新创业政策的实施。

Since the 19th national congress of the communist party of China (CPC) was held, the central and local governments have paid more and more attention to the work related to innovation and entrepreneurship, provided services for all sectors of society, and stepped up the pace of innovation to become the forefront of the country. College students have a lot of ideas about the future when they are in school. Many of them start their own businesses as a way out after they are in school or after graduation. In this way, they can adopt more ways to face the severe employment situation.
