摘 要

“协商民主”理论概念于1980年在国外诞生，并逐渐在国际社会中获得了较高的认可度。自这一理论传入中国以来，基于中国文化传统和现实国情的协商民主实践也在不断成长。而由于涉及人民群众切身利益关切的大量决策和工作主要发生在社会基层，基层协商民主正呈现蓬勃发展态势。同时在社会治理现代化进程中，社会组织日益成为一支重要的社会力量参与到各种社会矛盾解决的过程中。所以在基层协商民主实践中，社会组织也在发挥其特定优势，对我国基层社会的稳定和繁荣起到了积极作用，但同时也存在着一些问题。

本文通过查阅大量相关文献和研究，首先介绍了社会组织、协商民主和基层协商民主的定义以及该论题的理论基础；其次进行社会组织参与基层协商民主的现状分析，具体分为：先举出社会组织参与的一般优势，再通过分析典型案例的现状，总结出社会组织参与的成效以及困境表现；最后提出了几点对策建议。

On the optimal path of social organizations participating in grassroots consultative democracy

The concept of "deliberative democracy" was born abroad in 1980, and gradually gained high recognition in the international community. Since this theory was introduced into China, the practice of deliberative democracy based on Chinese cultural tradition and realistic national conditions has also been growing. Because a large number of decisions and work related to the vital interests of the people mainly take place at the grassroots level, grassroots consultative democracy is showing a vigorous development trend. At the same time, in the process of modernization of social governance, social organizations are increasingly becoming an important social force participating in the process of solving various social contradictions. Therefore, in the practice of grass-roots consultative democracy, social organizations are also playing a positive role in the stability and prosperity of our grass-roots society, but there are also some problems.

Based on a large number of relevant literature and research, this paper first introduces the clear definition of social organization, deliberative democracy and grassroots deliberative democracy and the theoretical basis of the topic; secondly, it analyzes the current situation of social organizations' participation in grass-roots consultative democracy, which is divided into: first, it lists the general advantages of social organizations' participation, and then through the analysis of the current situation of a typical case, it summarizes the effectiveness of social organizations' participation and the performance of difficulties; finally, it puts forward several countermeasures and suggestions.

1. 概念界定

1.社会组织

关于社会组织的概念界定，首先需指出有许多与其含义相近的称法，所以有必要先对社会组织与其他相近概念做一个区分。有学者就由这一角度出发，对社会组织、民间组织、草根组织以及非营利组织、第三部门、公益组织等名词的含义及其包含范围进行区别判断后，认为社会组织和民间组织更能指称改革开放以来介于国家和市场体系之间,由公民自愿组成,在一定程度上具有非政府性、非营利性和社会性特征的各种组织类型。但民间组织过于强调官民角色的二分，社会组织这一概念则能防止进行此类角色区分,与现阶段社会治理的改革方向和如今公民日益增强民主意识的趋势相符,因而社会组织这一概念显然更为适宜。
