摘 要

当代中国社会，人口老龄化是我国社会发展和经济快速前进的基本趋势。通过调查得到的相关数据我们可以看出，我国已经提早进入了老龄化社会。与此同时，随着人口老龄化而来的社会问题也有很多，其中有劳动适龄人口比重减少、养老保障服务的压力大大加重、老年人口医疗健康支出的负担加大、养老服务的需求飞速上涨、八零后九零后等年轻一代负担加重等一系列问题。这时候，社区社会组织在养老服务供给这方面的地位与作用就会越来越重要，而政府在养老保障方面的职能应该由管理者向参与者转变。

积极面对我国人口老龄化的问题，促进社区社会组织参与到养老保障服务供应中来，也有利于维护老年人合法权益、拉动就业，有益于我国人民生活水平的提高、推动我国社会氛围的和谐，大大有益于我国经济发展水平的提高。

Abstract

In contemporary Chinese society, population aging is the basic trend of China's economic and social development of fast progress. By investigating the related data we can see that our country has entered the aging society early. As the population develops, meanwhile, there is also a lot of social problems, including the working age population, old-age security service pressure reduction greatly aggravate the burden of health care expenditures, aging population increase, the rapid rise of the pension service demand, after the rates after the burden on the younger generation and a series of problems. At that time, the community social organizations in endowment service supply in this area will be more and more important status and role, and the function of government in the old-age security should shift to the participants by management.

Solve the problem of population aging in our country actively, and promote the community social organizations involved in the old-age security service supply, but also to protect the legitimate rights and interests the elderly, boosting employment, is beneficial to the improvement of living standards of our country, and promote the social atmosphere of harmony, is beneficial to the improvement of China's economic development greatly.

一、研究背景

（一）缘起

随着我国经济的发展,当今我国的人口老龄化问题主要有下面这几个具体特点：（1）我国老年人口数量的基数相对来说比较大：到2010年11月1日为止，我国有超过1亿7800万的老年人口，占我国人口总数的比重大约为13％。（2）老年人口的增速相当快：在2014年，中国老年人口数量已经超过了2亿。到2042年，预计我国的老年人口占我国总人口比重将会超过30％。（3）生活困难的老人人口数量众多：至2010年年末我国的城乡空巢家庭的比重快要达到50％，失能半失能老人人口数量已经超过三千三百多万^[1]；（4）我国老龄化的进度要比我国工业化发展的速度快得多；（5）和人口老龄化问题随之而来的问题是我国家庭越来越趋向于小型独立；（6）我国老年抚养比例飞速上升，2010年我国老年抚养比例约为19％，约为1:5，估计到2020年，我国的老年抚养比例大约为1:3，2030年的老年抚养比例大约为1:2.5。
