摘 要

二次世界大战给世界各地都留下了很多孤儿，可以说，孩子是战争的受害者。海尔曼博士看着这些孩子生活在水生火热中，便致力于为他们提供一个可供居住的家庭，儿童村由此而诞生。本论文大致从SOS的简介入手，细述了对这些失依儿童的救助所采用的救助方式——家庭寄养。先阐述了它的优点继而又说明了它存在的不足。并站在我国福利院的视角，将儿童村的寄养模式与集中寄养模式进行了对比，就儿童的心理问题以及其社会化属性较低下等问题设想出了一些应对措施；针对教育问题的解决或者说教育问题如何更好完善提出了个人意见。其次就是对儿童村的财务状况进行了说明，结合福利院加以分析，最后对儿童村未来模式进行了展望，试图借鉴国外SOS儿童村的优点来进行本土化。使其更好地融入福利院的运用中。希望将来能够在法律法规上更好的完善儿童村立法，更好地来建设儿童村。当孤儿们生活没有着落，身心受到严重摧残时，这些儿童的抚养、教育问题就成为社会急需解决的一大难题。我相信在政府政策的扶持下，社会公众的支持下，相关法律法规条文的完善下，儿童村未来的发展会越来越阳光，越来越正能量。

SOS operation system and the financial research state and future research──Take Chinese Welfare Institute as an example

Abstract

World WarⅡ left all over the world many orphans, it can be said that the children are the victims of war. Dr Herman, look at these children live in hot water, to provide them with a family to live, SOS also is such. This paper roughly speaking, that is, to the needs of an introduction, detailed tells the story of the loss in accordance with the aid of children, and adopts the model of foster care, family foster care. First to instruct its’ advantages and then shows the deficiency existing in it. And it compares the traditional model of concentrated foster childminders welfare homes. The childminders psychological problems and its social attribute inferior made some countermeasures. How to improve the education problem better, and gives individual opinion for the education or how to resolve the education problem. The second is the needs of financial situation. Finally is the SOS’s need of future. Hope that the future can better improve the needs of legislation in the laws and regulations, to better construction needs. I believe that under the support of government policy, the social public, under the support of the perfection of relevant laws and regulations provisions, the needs of the development of the future will be more and more sunshine, more and more positive energy.
