摘 要

医疗保障制度的研究，既利于发展我国的医疗保障体系，又有利于丰富城乡统筹理论，从而维护社会的和谐和稳定，对实现全民医疗保障意义重大、影响深远。作为河南省省会的郑州市，随着近些年来的发展，已经具备了实施统筹医疗保障的经济基础、经济实力和为运行医保制度而积累的经验，在郑州市全市实施城乡统筹的医疗保障制度十分重要。

本文主要研究了医疗保障城乡统筹制度的发展概况，以郑州市为研究对象，侧重探讨了三大医保制度的概况；接着分析了本市的新农合制度，从而整合出发展新农合的对策，在此将城镇居民医疗保险与新农村结合起来进行研究；最后展望了未来郑州市关于深化卫生体制的改革，对当前医疗保障的启示等。通过研究河南省郑州市的城乡医疗保障体系，对于了解全国城乡医疗保障体系的发展是一个重要的窗口。

Research on the Overall Planning of Medical Security

System Both in Urban and Rural Areas ——

in Zhengzhou City of Henan Province

Abstract

Health care system research, is not only beneficial to the development of China's health care system, it can enrich the urban and rural areas of the theory, in order to maintain social harmony and stability, to achieve universal health care has important significance and far-reaching. The provincial capital of Zhengzhou, Henan Province in recent years, and has achieved the comprehensive health care, medical insurance system and economic strength and experience accumulated. The health care system is very important in the implementation of the city of Zhengzhou City, city and rural areas.

The development of the urban and rural medical security system, which leads to the main research object of Zhengzhou City, Zhengzhou city to discuss the overall health care system, including a detailed analysis of the existing problems and solutions, and three basic health insurance system overview, discusses the consolidation and development of Zhengzhou City, the new rural cooperative medical system, so the integration development of new rural cooperative strategy; medical insurance for urban residents and the new rural binding studies; finally it looks in Zhengzhou City, the future of deepening the reform of health system, thought of the health care and so on. Through research on the urban and rural medical security system in Henan, Zhengzhou Province, we can get good development of urban and rural medical security system.

医疗保障是一个国家以筹集医疗资金与提供医疗服务为手段，通过制定相关的法规政策，旨在保障民众的身体健康，预防其感染疾病的社会保障制度^[1]，是一个国家与社会保障政策的有机组成部分。医疗保障按照经济和社会发展状况，不断提高城乡居民的健康水平与国民的健康素质，直接关系到人类的生命健康和生活质量，是人类的一种基本需求。医疗保障为参保者的身体健康保驾护航，保证其在身体不适时可以及时就诊，还要保障无业公民或无资金来源的公民，以及由于意外事件带来身体上的不适的公民，得到及时的诊治^[2]。确保所有人都获得基本的医疗保障是一个国家和社会的重要政策目标。

城乡统筹是指城市与农村在特定的社会与环境中，互相促进，共同进步，实行城乡双赢的稳定局面。这要求建立以城带乡、以工促农的机制，优先解决三农问题，大力支持和发展农业，从而更好地促进城乡协调发展。城乡统筹可以有效的减少城乡之间的差异，实现城市和农村协调互助，并保证城市和农村统筹发展。^[3]这项工程将新农村建设与推进城镇化结合起来，形成了以城带乡、以工促农的战略机制，建立了城乡良性互动的发展格局。
