摘 要

伴随改革开放的不断深入，我国的经济体制、政治体制和社会也在发生着巨大的变革。不断发展的非营利组织已经成为推动我国社会发展中一支不可忽视的力量。正是由于随着市场经济的不断发展，国家、社会、市场之前的关系也发生着变动，同时一些新兴的中坚阶层的兴起以及社会发展的需求，都为非营利组织的发展提供了机会。在中国建国之初，在经济体制上实行的是计划经济，根本没有所谓的民间组织，但是在改革开放后，政治体制的变革明显落后于经济体制的变革，很多非营利组织的发展还是由政府起领导作用，这就导致政府在非营利组织发展中经常出现“越位”、“缺位”、“错位”现象。在国家倡导进一步深化改革的步伐下，非营利组织和政府之间应该保持一个怎样的关系？本文通过对中国青少年发展基金会案例分析，浅析政府与非营利组织之间关系问题。

Abstract

Since the reform and opening up, China conducted a series of drastic economic system, social system and political reform. With the continuous development of market economy, the relationship between state, society, before the market is also changing, which gives the development of non-profit organizations to provide space. Social development of the inherent requirements of nonprofit organizations, as well as the emergence of new social backbone for the development of our NGO provides a good opportunity for development. After thirty years of development, the nonprofit organization has become an important social and economic force for the construction of indispensable. After the founding of China, the implementation of the planned economy, in a very long period of time is highly centralized society, there is no real sense of civic organizations, and in the reform and opening up, reform of the political system and economic system reform lagged behind, and many development of non-profit organizations still need government leadership, which often led to the government "offside", "absence", "dislocation" phenomenon in the development of non-profit organizations. How should the government position in the development of the non-profit organization, should maintain a relationship between how non-profit organizations and government? Through case studies of China Youth Development Foundation, discusses the government and non-profit organizations should play what role.

一、引言

伴随改革开放的不断深入，我国的经济体制、政治体制改革和社会改革也在发生着巨大的变化，这一系列的变化打破了在计划经济时期由国家来分配资源的格局，改革开放以后，市场起主导作用，国家只是进行宏观调控，这些变化导致国家和市场、社会关系也发生了很大的改变，这些关系的改变为非营利组织的发展提供了广袤的空间。在这个时候，社会对非营利组织的内在需求，以及一些新的社会中坚阶层也开始出现并兴起，同时人民群众的文化素质也在不断提高，开始积极主动参与到社会公共事业管理中来，这些都为我国的非营利组织的发展提供了社会基础。

（一）研究背景及意义

在中国非营利组织的发展有其特殊性，由于我国特殊的经济和政治制度，非营利组织的发展很大程度上受到政府的影响，政府的政策方针主导着非营利组织的走向，非营利组织要想健康稳定的发展，就必须得到政府的支持。

我国的非营利组织的发展还处于初步发展阶段，还有很多方面出现不足，特别是与政府、公民的关系协调上还存在缺陷。我国的非营利组织与其他国家的相比，一直存在“先天不足，后天困难”的现状。在各种学术期刊上，讨论的最多的是政府的“越位”、“缺位”、“错位”问题，这些问题在非营利组织中也同样出现。^[1]政府只有找准在非营利组织中的定位才能促进非营利组织的健康发展，充分提高非营利组织的独立自主性，发挥非营利组织在建设中国特色社会主义进程中的作用。
