摘 要

中国现在已经进入城镇化建设新时期，传统城镇化已经难以适应新阶段的发展要求，于是我国提出了新型城镇化战略，新型城镇化不单以经济为指标，而是以人为本，全面协调可持续发展，注重资源的节约，环境的保护，公民幸福感的提升，人与自然的和谐相处。这对我国许多地方政府的治理是一种挑战，在新型城镇化进程中，地方政府由于治理理念的相对滞后，在建设新型城镇化过程中出现了诸多问题，例如我国地方政府建设城镇时无生态环保意识，公共服务供给不足，缺乏城镇规划等等，而面对这些理念困境和制度困境，就需要地方政府积极地进行治理创新，跟上时代潮流。由单一主体治理转向多元主体治理，转变政府职能，突出政府的职能重点，实现有立体化结构、动态化方式，多元化主体的治理模式。

本文的研究对象为新型城镇化背景下地方政府治理创新，本文以城镇化和地方政府治理的相关理论为支撑，通过对我国新型城镇化背景下地方政府治理现状的分析，指出我国地方政府在治理地区过程中所面临的困境，并在分析困境的基础上提出针对性建议，以帮助地方政府更好推进新型城镇化的建设。

Research on new urbanization and innovation of local government governance-- Taking Jiangsu as an example

Abstract

China has now entered the urbanization construction in the new period, the traditional urbanization has been difficult to adapt to the new stage of development. So our country put forward the new urbanization strategy, new urbanization not only on economic indicators, but people-oriented, comprehensive,coordinated and sustainable development, focus on resource conservation, environmental protection, enhance the sense of happiness of their citizens, person and natural harmony.This is a challenge to the governance of local governments in China.In the new urbanization process, the local government governance is lagging behind, there are many problems in the construction of the new urbanization process, such as the local government of our country urban construction without environmental protection consciousness, insufficient supply of public services, the lack of urban planning etc. In the face of these ideas, difficulties and dilemma of the system, local government should actively carry out management innovation, keep up with the trend of the times. From a single subject governance to multiple governance, transformation of government functions, highlighting the focus of the government's functions, to achieve a three-dimensional structure, dynamic mode, the governance model of the diversification of the main body.

The research object of this paper is under the background of the new urban governance innovation of local government, this paper to urbanization and the governance of local government.Through the analysis of the current situation of local government governance in the context of China's new urbanization, this paper points out the difficulties faced by local governments in the process of governance, and puts forward the suggestions on the basis of analyzing the difficulties. Help the local government to better promote the construction of new urbanization.
