摘 要

当前社会形势下，环境是人们较为关注的话题，一个好的生活环境对人的健康，心情都有直接的影响，所以关于环境治理的问题应该得到政府的高度重视。

随着社会的不断发展，地方政府环境治理对社会整体发展起到关键作用，政府部门对环境的治理能力可以看出政府的管理水平，政府有效的环境治理可以提升政府部门在群众眼中的形象。重新定位地方发展目标，在地方环境的治理中予以创新是地方政府治理的重要课题。这对有效改善生态环境，让公民有一个良好的居住环境，意义重大。

本文基于近年来南京秦淮河治理经验，总结提炼我国地方政府在环境治理和成果，结合地方政府环境治理的目标，提出符合我国实际的提升政府部门环境治理能力的相关建议。

The responsibility of local government of the ecological environment

ABSTRACT

Under the current social situation, people are more and more concerned about the topic of the environment, a good environment have a direct impact on human health and mood, so,environmental governance issues should be valued by the government.

With the continuous development of society, local government environmental governance plays a key role for the overall development of society, governance capacity of the environment can know the management level of the Government, effective environmental governance can enhance the government's image in the eyes of the masses. Reposition local development goals, be innovative in the local environment governance is an important issue of the local governance.This is effective to improve the ecological environment, It’s of great significance that citizens have a good living environment.

Based on recent experience in governance of Qinhuai River in Nanjing, summarizes the results of our local government in environmental management, combined with the goal of local government environmental governance, make recommendations in line with our actual environmental governance to enhance government capacity.
