摘 要

研究此课题的背景是江苏省投入建设苏北农村的现实要求，也是国家深化医疗体制改革的历史进程要求，其研究意义是能为苏北医疗卫生事业的建设提供参考和建议。本论文主要通过文献研究的方法结合理论实践，对苏北农村医疗保障制度建设的现状进行分析，总结出一些问题：一是基金监管方面的缺位；二是低收入患病人群的医疗救助问题；三是筹资渠道单一和筹资水平偏低的问题。最后，结合国内外的经验对苏北医疗保障制度建设存在的问题提出对策建议，分别从完善苏北新型农村合作医疗制度上和加强管理、监督及制度推行效率上给出建议。并根据“十三五”规划中加快提高户籍人口城镇化率的要求，分步、有效地加快苏北医疗保障制度城乡一体化进程。

Study on the current situation and problems of rural medical security system construction in Northern Jiangsu

Abstract

The background of this research is a practical requirement of construction in rural areas of Jiangsu Province in the historical process, is also the national medical system reform, the significance of the research is to provide reference and suggestions for the construction of the medical and health undertakings. This paper mainly through literature research methods combining theory and practice, the status quo of the construction of rural medical security system analyzes and summarizes some problems. The first one is the absence of fund supervision. Secondly is the medical assistance of low income population. The third one is the financing channels and financing level is low. Finally, combined with the experience of our country and put forward the suggestions on the existing problems in the construction of medical security system in Northern Jiangsu, respectively from the improvement of Jiangsu the new rural cooperative medical system and strengthen the management of the implementation of efficiency supervision and advice system. And according to the "13th Five-Year" plan and Quickly improve the household registration population urbanization rate requirements, step by step, effectively accelerate the integration process of urban and rural medical security system in Northern Jiangsu.
