摘 要

我国保障房的发展日趋步入正轨，保障了不少社会中低收入家庭能够“居者有其屋”。然而，这并不意味着我国住房保障建设已经完善，相反，它还存在着很多的问题。本文采用文献收集法，通过大量的文献研究，深入了解我国保障性住房的发展现状，明确现阶段所遇到的问题并寻求解决的方法。本文通过案例分析法，以国家级新区——南京江北新区为例，研究其地房价发展趋势和保障房建设现状，阐述保障性住房建设的重大意义。此外，本文还采用对比法，将我国保障性住房政策和国外作对比，指出我国目前存在的不足之处，学习国外先进经验。

Research on the Current Situation, Problems and Countermeasures of

China 's Indemnificatory Housing Policy

Abstract

The development of affordable housing in China is getting on track, ensuring that low-income families in many regions can " live in their own homes ". However, this does not mean that the construction of housing security has been improved, on the contrary, it still has a lot of problems. This paper uses the literature collection method, through a large number of literature research and in-depth understanding of the development of affordable housing in our country, identifying the problems encountered at this stage and thus seeking solutions. Through the case analysis, taking the new area of Nanjing Jiangbei district as an example, this paper studies the development trend of land price and the present situation of the construction of affordable housing, and expounds the significance of the construction of affordable housing. In addition, this paper also uses the comparison method which compares China's affordable housing policy with that of foreign countries, thus pointing out the shortcomings of our country at present and learning from foreign advanced experience.

（一）选题背景

21世纪以来，我国经济迅速发展，中国力量高度崛起，房价也跟着“高歌猛进”。大城市、特大城市的高房价已经成为了人们心头的一块大石，压得他们透不过气来。买房难问题越来越严重，俨然阻碍了当下社会的发展。在这种大背景下，2007年8月7日，国务院出台了国家保障性住房政策。

保障性住房政策“千呼万唤始出来”，在一定程度上缓解了这一问题的持续咆哮，在改善民生、促进社会发展方面大展拳脚。然而，在具体实施的时候，遇到了各种问题，难以解决。
