摘 要

改革开放四十年来，随着我国政治和经济改革的逐步深入，我国已进入政府和经济职能的转型期。公共危机作为非常态事件开始频发，对公众的生命财产安全乃至社会稳定产生重大影响。因此政府对于公共危机的管理能力至关重要。而政府想要处理好公共危机，除了自己的力量外，还需要非营利组织的积极配合以及社会大众的大力支持。本文从政府和非营利组织合作这一角度出发，通过对公共危机管理的现状和案例研究，分析目前两者合作所存在的问题以及问题出现的原因。找出政府和非营利组织在公共危机的应对和处理中应当扮演的角色、合理的定位。从而有效的发挥公共危机管理中政府与非营利组织的作用，促使政府与非营利组织能够展开高效合作，提高公共危机管理的效率和能力。

The exploration of cooperation between government and non-profit organization in public crisis management

Abstract

Chinese economic reform has been 40 years, with the deepening of China’s politic and economic reform, China has entered into transition period of government and economic function, social contradiction has been prominent gradually. Public crisis as

unnormal event has showed a high incidence trends gradually, its influence and damage will cause social’s extensive attention. So the capability of government’s public crisis management is important .However, if government wants to handle the public crisis well, it needs to get public’s participate and support. Non-profit organization as an important organization entity of civil society should coordinate with government and participate in public crisis management too. The article starts from the angle of cooperation between government and non-profit organization, through the research to public crisis management’s status and cases, analyses the existed problem of current government and non-profit organization’s corporation in public crisis management and the reason why problem can be caused. Find out the role that government and non-profit organization should play in dealing with public crisis management and theirs reasonable position, thus develop the function of government and non-profit organization in public crisis management effectively, and establish a high efficiency cooperation mechanism between government and non-profit organization to increase public crisis management’s efficiency and ability.

（一）选题背景及意义

公共危机在如今的中国日益频发，影响着社会的和谐稳定。因此，政府对于公共危机的管理能力至关重要：如果能够及时遏制住危机，可以获得社会的赞许，民众的支持；如果无法遏制住危机，使得危机进一步蔓延，则可能会引起民众的不满乃至社会动荡，和谐社会的发展脚步也会停滞不前。

政府想要处理好公共危机，就得构建良好的公共危机管理机制。而这一机制的构建除了自己的力量外，还需要非营利组织的积极配合，以及社会大众的大力支持。因此，政府和非营利组织在公共危机的应对和处理中应当扮演怎样的角色，如何建立高效的政府与非营利组织的合作机制至关重要。而目前我国两者的合作虽然日趋成熟，但仍然存在着问题，本文也对问题进行分析，并对两者合作机制的完善进行探究。
