保障性住房物业管理的研究----基于公共产品理论毕业论文

摘 要
随着经济社会的发展和人民生活水平的提高,人们越来越注重生活质量,其中最重要的非住房莫属。在多种住房类型中,保障性住房无疑是最特殊的一类,而保障性住房物业管理也具有特殊性。但是,到目前为止,我国的保障性住房物业管理还没有形成市场化,还没有创立出符合我国国情与现状的保障性物业管理模式。导致了物业管理混乱,严重制约了保障性住房物业管理的健康发展。规范发展物业管理工作,形成完善的管理体制,满足人们的生活需要成为当前物业管理的首要目标。
本文运用文献检索法、分析比较法等,研究了我国保障性住房物业管理的现状,发现保障性住房物业管理潜在的问题,例如资金供给不足、法律监管机制不完善、环卫停车乱象频发、管理模式落后、管理效率低下、沟通机制不完善等问题,从系统化、人本化的角度对这些问题提出对策,如物业收费阶梯定价、改革政府财政补贴方式、完善法律法规、改善乱象、创新管理模式、增强沟通等,以此来解决保障性住房物业管理中出现的问题。

Research on Property Management of Affordable Housing
--Based on Public Goods Theory
Abstract
Economic and social development and the improvement of people's living standard make people more and more attention to the quality of life, one of the most important thing is to live. Among various types of housing, indemnificatory housing is undoubtedly the most special type, and indemnificatory housing property management also has its particularity. However, up to now, China has not yet formed a real market of indemnificatory housing property management, nor has it formed a mature indemnificatory housing property management model and management system in line with China's national conditions. Led to the property management confusion, serious restricted the healthy development of property management of affordable housing. Standardizing the development of property management, forming a sound management system and meeting people's living needs have become the primary goal of current property management.
Literature retrieval method in this paper, analysis, comparison and so on, studied the present situation of the housing property management in our country, finding affordable housing property management potential problems, such as insufficient funds supply, imperfect legal supervision mechanism, frequent environmental parking disorders, backward management mode, inefficient management, imperfect communication mechanism, etc. from the perspective of systematization and humanization. To solve these problems, countermeasures are put forward, such as the step pricing of property charges, the reform of government financial subsidies, the improvement of laws and regulations, the improvement of chaos, the innovation of management mode, and the enhancement of communication, so as to solve the problems in the property management of indemnificatory housing.
