摘 要

如今我国建设新农村的主要目标就是能够实现城乡一体化，也就是不仅能够实现经济水平的提高，也要能让农村的生态环境服务供给方面有所提升。目前苏北农村生态环境服务供给并不完善，有很多欠缺的地方，也是城乡一体化建设中相对容易会被忽略的一方。最近几年，苏北的基层政府虽然对此加以重视，采取了一些措施，提供了生态环境服务，但从长远角度来说，效果不是很好。

本文分析了苏北农村生态的环境现状和服务现状，同时提出了苏北农村生态环境服务供给的存在问题。因此根据以上的分析情况，从多方面提出了对苏北农村生态环境服务供给如何提高的对策和建议。首先提高服务意识，提升服务质量；其次加强队伍建设，提升素质；同时政府与社会力量合作，提高服务产品数量和质量；服务项目供给均等化，提升项目建设水平；也要加强监管、评价体制建设；最后实现服务供给主体的多元化协作。

A Study on the Dilemma of Rural Eco-environment Service Supply in Northern Jiangsu under the Background of Urban-Rural Integration and the Way to Promote it

Abstract

At present, the main goal of building a new countryside in China is to realize the integration of urban and rural areas, that is, not only to improve the economic level, but also to improve the supply of ecological environment services in rural areas. At present, the supply of rural ecological environment services in northern Jiangsu is not perfect, there are many deficiencies, and it is also relatively easy to be ignored in the construction of urban-rural integration. In recent years, the grass-roots government in northern Jiangsu has paid attention to this and taken some measures to provide ecological and environmental services, but in the long run, the effect is not very good.

This paper analyzes the present situation of rural ecological environment and service in northern Jiangsu, and puts forward the existing problems of rural ecological environment service supply in northern Jiangsu. Therefore, according to the above analysis, this paper puts forward some countermeasures and suggestions on how to improve the supply of rural ecological environment services in northern Jiangsu. First of all, improve the service consciousness, improve the service quality; secondly, strengthen the team construction, improve the quality; at the same time, the government and social forces cooperate to improve the quantity and quality of service products, the equal supply of service items, improve the level of the project; It is also necessary to strengthen supervision, evaluate the construction of the system, and finally achieve diversified service cooperation supply.
