摘 要

城市生活垃圾处理在城市发展过程中是一个比较棘手的问题，许多学者认为对于城市生活垃圾的处理应该从分类管理开始。关于城市生活垃圾分类管理，国外发达国家已经走在了我国前面，比较成熟，而我国对于城市生活垃圾分类管理仍处于发展阶段。

本文主要分为五部分。第一部分解释了城市生活垃圾分类管理相关概念和其重要意义，同时阐述公共物品理论、外部性理论、政府管制理论、多中心治理理论等对垃圾分类管理的适用性。第二部分通过资料搜集，概述了浦口区生活垃圾分类管理发展状况，并对一些居民进行了问卷调查。第三部分分别从政府、市场、社会组织和居民四个角度，分析了浦口区生活垃圾分类管理存在问题。第四部分总结日本新宿区生活垃圾分类管理经验及启示。第五部分根据浦口区生活垃圾分类管理存在问题，提出对策建议。

Research on the Countermeasures of Classified Management of Urban Domestic Waste——Taking Pukou District of Nanjing as an example

Abstract

Urban domestic waste disposal is a thorny problem in the process of urban development. Many scholars believe that the treatment of urban domestic waste should start from the classification management. Regarding the classification management of urban domestic waste, foreign developed countries have already walked ahead of China and are relatively mature. And our country to urban living garbage classification management is still in the stage of development.

This article is divided into five parts. The first part explains the relevant concepts and significance of urban household garbage classification management, and expounds the applicability of public goods theory, externality theory, government regulation theory, and multi-center governance theory to waste classification. The second part summarizes the development status of domestic waste classification management in Pukou District through data collection, and conducts a questionnaire survey on some residents. The third part analyzes the problems of classification management of domestic waste in Pukou District from the perspectives of government, market, social organization and residents. The fourth part summarizes the experience and inspiration of household garbage classification management in shinjuku district, Japan. The fifth part proposes countermeasures based on the problems in the classification management of domestic waste in Pukou District.

（一）研究背景

随着城市人口的增长，城市中的生活垃圾产生量也在增加，如何处理城市生活垃圾变成一个棘手问题。如果不能妥善处理生活垃圾，那么它将会带来了一系类问题，例如生态环境的污染、危害人类生命健康、垃圾围城等。然而城市生活垃圾并不是一无所用，它是一种“放错了地方的资源”，如何将放错了地方的资源合理利用？众多学者认为应该先对垃圾进行分类管理，生活垃圾分类管理不仅可以减少垃圾的产生量，而且可以让垃圾资源得到回收利用。于是，引入城市生活垃圾分类管理已成为国内外政府和学术界的共识。
