摘 要

近年来，在党和国家的宏观引领下，我国社会的经济飞速发展，社会发展水平也不断的提高，传统的社会管理体系逐步瓦解。一方面，我国的社区治理模式已经由原先的社区管理慢慢转为社区治理，在这一过程中，社会组织也渐渐成为社区治理中不可或缺的一员。社会组织参与基层社区治理是社会组织作为独立于政府与企业的第三方主体，承接政府部分职能，为社区居民提供公共服务和公益事业，提高社区自治的过程。另一方面，随着经济发展和技术的进步，互联网已经进入我国的家家户户，融入到了城市居民的工作与生活等各个层面当中，并对社会资源的分配与组织形式的发展产生了深远的影响。同时，在“互联网 ”理念兴起之后，也足以表明互联网如今是我国重要的基础设施之一，更是我国所有社会与经济领域进行改革时无法忽略的重要时代背景。

本文综合运用文献综合法、调研分析法、归纳总结法，以市场、政府失灵理论和社会网络理论为基础，并在此基础上以南京市浦口区为例，分析在“互联网 ”这一背景前提下，浦口区社会组织参与基层社区治理的现状和作用，找出社会组织在该类治理环节中凸显的约束性影响要素，并提供一些可行性建议。

Research on the role of social organizations in grassroots community governance under the background of "Internet ”

——Taking Pukou district of Nanjing as an example

Abstract

In recent years, under the macro guidance of the party and the state, the economy of our society has developed at a rapid pace, the level of social development has also been continuously improved, and the traditional social management system has gradually collapsed. First, the domestic community governance model has replaced community management in the past by using community governance. Thus, the role of social organization has been gradually highlighted in community governance. Participation of social organizations in grassroots community governance is a process in which social organizations act as third-party entities independent of government and enterprises, undertake part of government functions, provide public services and public welfare undertakings for community residents, and improve community autonomy. On the other level, the Internet has taken advantage of the times and economic development. It has been popularized in all corners, integrated into the work and life of urban residents, and the development of social resources and organizational forms. The far-reaching impact, at the same time, after the rise of the "Internet " concept, is also enough to show that the Internet is now one of China's important infrastructure, and it is an important era background that cannot be ignored when reforming all social and economic fields in China.

The research process uses inductive summarization method and research analysis method, etc., with the help of social network theory, government failure theory, etc., focusing on the Pukou District of Nanjing, analyzing the social network to participate in the grassroots community under the background of “Internet ” The important role of the governance link in the middle, find out the binding influence factors that social organizations highlight in this kind of governance, and provide some feasible suggestions.
