摘 要

20世纪70年代以来，伴随着改革开放以及经济体制的改革，社会组织发展繁荣起来，到现在为止，已经形成了政府、市场、社会组织三足鼎立的局面，社会组织在社会发展中的作用也日益彰显。但与此同时，由于社会组织的快速发展，出现了原有年检制度适应不了新形势、政府机关人员数量与社会组织难以完全匹配等一系列问题。政府行政力是推动我国社会正常运行与发展的重要的力量，并且政府还负责对各类社会组织进行监管。然而实践显示，目前我国政府在对社会组织进行监管的过程中存在诸多问题，监管效果差强人意，应尽快对监管方式做出优化与更新。基于这一问题，自2016年起，我国正式开始试实行年报制度，取得了一些有效成果，与此同时也存在着透明程度不够等的一系列问题需要去解决完善。

本文在借鉴西方国家经验的基础上，结合国内监管现状，意在对国内社会组织的监管工作进行有效完善。对此，政府部门可通过对监管方式与相关制度进行优化与更新的方式，来推动政府监管的完善。笔者试从多角度出发，分析社会组织的监管方式以及对监管方式的完善，以期对社会组织以及社会发展有所裨益。

The annual inspection check to annual report: research on the innovation of social organization supervision mode

Abstract

Since the 1970s, with the reform and opening up and the reform of the economic system, social organizations have prospered and developed. Up to now, the three pillars of government, market and social organization have been formed, and their role in social development has become increasingly prominent. At the same time, however, due to the rapid development of social organizations, a series of problems have arisen in which the original annual inspection system cannot adapt to the new situation, and the number of government agencies and social organizations are difficult to match. Government administration is an important force to promote the normal operation and development of our society, and the government is also responsible for the supervision of various social organizations. However, practice shows that there are many problems in the process of supervision of social organizations by the Chinese government. The supervision effect is not satisfactory, and the supervision method should be optimized and updated as soon as possible. Based on this problem in 2016, China officially began to implement the annual report system, and achieved some effective results. At the same time, there are also a series of problems that need to be solved and improved.

Based on the experience of Western countries and the status quo of domestic supervision, this paper intends to effectively improve the supervision of domestic social organizations. In this regard, government departments can promote the improvement of government supervision by optimizing and updating the supervision methods and related systems. The author tries to analyze the supervision methods of social organizations and the improvement of supervision methods from various angles, in order to benefit social organizations and social development.
