Study on the difficulties and Countermeasures of garbage classification in urban communities -- a case study of Nanjing community

Abstract：With the economic and social development and the substantial improvement of material consumption level, the amount of domestic waste in China is growing rapidly, and the potential environmental hazards are becoming increasingly prominent. The solution to the problem of "garbage siege" is imminent. Classified recycling of domestic waste is an effective way to solve the dilemma of "garbage besieged city" and develop "urban mineral resources". It is also an important measure to strengthen ecological environment protection, cultivate citizen awareness and strengthen resource recycling in China. Following the principles of reduction, recycling and harmlessness, and implementing the classification of domestic waste can effectively improve the urban and rural environment, promote the recycling of resources, accelerate the construction of "two oriented society", and improve the quality of new urbanization and the level of ecological civilization construction. This paper studies the problems and solutions of urban community waste classification. Analyze the current problems, and then put forward the countermeasures to solve the garbage classification dilemma.

绪论

（一）研究背景与研究意义

1.研究背景

随着城镇化的发展和社会的进步，城市社区垃圾处理已经成为一个日益凸显的问题。2015年，为了加快生态文明建设中共中央国务院指出，为了实现废弃物资源化利用，应该实行垃圾的分类回收。目前中国以每年8%——10%的垃圾增长率成为世界上最大的垃圾出产国。^[1]早在2000年我国就确定了北京、上海、杭州等城市成为试点城市，进行垃圾份分类的初步探索，但效果并不是很理想。^[2]城市垃圾分类作为中国垃圾分类的重要内容，对社区垃圾分类的研究刻不容缓。因此本文基于南京市A社区的情况进行垃圾分类的案例研究，以城市社区为主体，探究城市社区垃圾分类存在的问题，并寻找其中的解决方法。

2.研究意义

第一本文在理论意义方面，通过实证研究，以寻找影响垃圾分类行为的各种因素，分析各因素的不同作用。以此来为未来垃圾分类政策的发展提供一定的参考，有利于政府未来对于垃圾分类政策理论的完善与发展。

第二，在实践意义方面，为南京市各地方政府对于垃圾分类的推展工作提供依据，发现并指出南京市现行垃圾分类政策存在的问题，为南京市解决现行垃圾分类政策中的问题做出一些贡献。
