摘 要

本文通过对现有中小学应急预案进行研究、分析，找出预案内容、评估中存在的问题，并对预案中的问题进行修补，完善。本文共分为四个部分：

第一部分为绪论。本文通过文献研究等方法对中小学应急预案进行研究，绪论中包含进行中小学应急预案研究的必要性以及对国内外现状的总结分析，为下文提供理论依据。第二部分对我国中小学安全事故现状、应急预案的总体构架以及存在的问题进行总结分析，我国应急预案总体框架完整，但预案存在缺乏灵活性等问题，中小学应急预案存在体系不完整、职责分工不明确、缺乏与校外机构合作等问题。第三部分为中小学安全事故应急预案编制研究，对现有的中小学应急预案中存在的问题提出合理化建议。第四部分对中小学安全事故应急预案的可行性分析及预案维护、变更提出合理化建议。

Abstract

In this paper,by research and analysis the existing emergency plans for primary and secondary schools, we can find out the problems included in the content of the plan or the assessment of the plan.And then repair and perfect it.

This article is divided into four parts:

The first part is the introduction. This paper focuses on the research of the emergency plan of primary and secondary school through the methods of literature research.Significance of the research on the emergency plan of primary and secondary schools and analysis and summary of the current situation at home and abroad are included in the introduction, providing a theoretical basis for the following.The second part is the analysis and summary of the current situation of safety accidents in primary and middle schools in China、the overall framework and the existing problems of emergency plans. The overall framework of China's emergency response plan is complete, but there are some problems such as lack of flexibility in the plan,.And some problems exist in the emergency plans for primary and secondary schools,such as incomplete system, unclear division of responsibilities and lack of cooperation with outside institutions.The third part is the study on the organization of the emergency plans for primary and secondary schools.And reasonable proposals will be put forward for the existing problems emergency plans for primary and secondary school. The fourth part is to put forward for of the feasibility analysis,plan maintenance and change of the primary and secondary school emergency plan.

第1章 绪论

1.1研究意义

校园安全在世界范围内长期以来都是一个不变的话题。近年来,我国中小学校校园安全事故频频发生，无论是人为的事故（校园暴力、交通事故……）还是自然灾害（地震、洪水……），这些安全事故每天都在发生，对中小学生的安全造成了极大的威胁，甚至影响着整个社会。随着国家的高度重视以及学校社会相关机构的积极配合，中小学校的安全问题得到了一定的改善。学校更重视学生的安全，在制度保障、设施建设等方面取得了一定成果，但在中小学校安全事故的预防、应急处置等方面仍存在很大的问题，中小学安全事故预防、准备、响应、恢复阶段的能力和水平有待提高，其中应急预案的制定不合理、缺乏可实施性等问题是重要的原因之一。

本文通过对国内外现状进行分析、对比，找出我国中小学应急预案编制过程、评估过程中存在的不足，借鉴国外预案编制、评估中的合理部分，结合我国特点提出可行性建议，特进行该中小学校安全事故应急预案编制的研究。本文为中小学应急预案编制提供理论依据，提高保障中小学校应对安全事故的能力，最大程度的预防和减少安全事故对中小学生造成的损害，保障其人身财产安全。
