摘 要

中国主导的“一带一路”倡议谋求沿线国家的共同发展、共同繁荣，是地区经济合作模式的伟大创新。与中国边界接壤，地处中亚腹地的塔吉克斯坦作为中亚经济走廊的关键一环，积极响应“一带一路”倡议，抓住搭乘“中国快车”的难得机遇，大力发展本国经济。本论文重点研究了“一带一路”对塔吉克斯坦经济发展的促进作用，论述按五部分展开：第一部分是导论，阐明本课题的研究背景、研究意义、研究现状及笔者的研究思路和研究方法；第二部分简要介绍了“一带一路”的发展情况，并分析其对沿线国家尤其是塔吉克斯坦经济发展的影响；第三部分则审视了塔吉克斯坦的产业结构，对塔吉克斯坦的比较优势进行了分析；第四部分,主要分析“一带一路”对塔吉克斯坦经济发展带来的机遇与面临的挑战；最后,提出“一带一路”对塔吉克斯坦经济发展促进的对策建议。

Research on the Role of " the Belt and Road" in Promoting Tajikistan’s Economic Development

ABSTRACT

China's "the Belt and Road" initiative aims at promoting common development and common prosperity of the countries along the route, and is a great innovation in the pattern of regional economic cooperation. As the key part of the economic corridor of Central Asia, Tajikistan, which is located on the border with China and located in the hinterland of Central Asia, responds positively to "the Belt and Road" initiative, and seize the rare opportunity to take the "China Express" to develop its own economy. This paper focuses on the role of “the Belt and Road" in promoting the economic development of Tajikistan, and it is divided into five major parts: The first part is an introduction to clarify the research background, research significance, research status and the author's research ideas and research methods; the second part briefly introduces the development of "the Belt and Road", and analyzes its impact on the economic development of the countries along the line, especially Tajikistan; the third part examines Tajikistan's industrial structure, and analyzes the comparative advantages of Tajikistan; the fourth part mainly talks about the opportunities that "the Belt and Road" brings to Tajikistan's economic development, and the challenges it has to face; finally, it puts forward the countermeasures to promote Tajikistan's economic development by "the Belt and Road".

第一章 导论

1.1 研究背景与意义

古“丝绸之路”起源于中国汉朝，历史悠久，曾是连接亚欧非大陆的重要贸易通道，也是沿途各国人民世世代代友好往来、互通有无的纽带。2013年9月和10月间，中国国家主席习近平首次提出了“一带一路”倡议，此后这项倡议迅速得到沿线各国响应。该战略的扎实推进使越来越多的国家和人民受益，为各国人民的友好交往，互联互通，互利共赢，掀开了新的篇章。

塔吉克斯坦身处“帕米尔之结”的中心，天然屏障的阻碍使其长期以来经济发展落后。在苏联解体后成立的15个独立国家中，塔吉克斯坦是经济发展最为落后，人类发展水平最低。2017年的世界各国GDP排名中，塔吉克斯坦位居第139位（《世界经济展望》杂志），在中亚垫底。

“一带一路”倡议的推广，给与中国接壤、位于中亚经济走廊重要节点的塔吉克斯坦带来了前所未有的发展机遇，探究目前“一带一路”区域合作模式下塔吉克斯坦的经济发展现状，以及如何更好地利用这一机遇加快发展步伐，摆脱塔吉克斯坦的落后面貌，是笔者作为塔吉克斯坦人一直思考的重要课题。
